Dr. Sibak (clone) does not affect Psionic kit modules

When I equip my Dr. Sibak (clone) doff in my Active Ground roster, it does not reduce the cooldown of my Strategic Kit Module - Psionic Command Aura Mk XII equipped in my Romulan Tactical Kit Mk XII.

Reproduction steps:

1. I logged into my RRF character, Duhk.
2. I am in New Romulus Command.
3. I moved the aforementioned doff from my main Roster to my Active Ground roster, and moved the aforementioned Kit Module from my inventory to my Romulan Tactical Kit Mk XII in the Tactical Slot.
4. I triggered Psionic Command Aura.
5. This triggered a 1m30 (power tray)/90 (Status tab) cooldown on the ability; no reduction for being a Psionic ability and having Dr. Sibak (clone) on Active duty.
6. I moved the aforementioned Kit Module to my inventory, then to my Romulan Tactical Kit Mk XII in the second of two Strategic slots.
7. I triggered Psionic Command Aura.
8. This triggered a 1m30 (power tray)/90 (Status tab) cooldown on the ability; no reduction for being a Psionic ability and having Dr. Sibak (clone) on Active duty.
9. I exited New Romulus Command to enter the New Romulus adventure zone, then triggered Psionic Command Aura.
10. This triggered a 1m30 (power tray)/90 (Status tab) cooldown on the ability; no reduction for being a Psionic ability and having Dr. Sibak (clone) on Active duty.
11. I queued Undine Infiltration (Elite).
12. Upon transfer to the mission map, I triggered Psionic Command Aura.
13. This triggered a 1m30 (power tray)/90 (Status tab) cooldown on the ability; no reduction for being a Psionic ability and having Dr. Sibak (clone) on Active duty.
14. I completed the mission, triggering the power several time, with identical results.
15. I returned to the New Romulus adventure zone, and triggered the power again, with identical results.
16. I returned to New Romulus Command, and triggered the power again, with identical results.

By my testing, the Psionic Kit Modules are not tagged as actually being Psionic as it pertains to our friendly Dr. Sibak (clone). This appears unrelated to the map type (hub, adventure zone, or PvE mission map) or Kit slot type (Strategic vs Tactical; the Security slot type listed in the Module appears to be a text error, and I am unaware of any kits currently available that have a Universal kit slot). Basically, either the Kit Module is bugged, Dr. Sibak (clone) is bugged, the Kit Module is not actually Psionic no matter what it claims, or Dr. Sibak (clone) is overestimating his ability to "Reduce recharge time for psionic powers by 15%." I bring this up primarily because this is an excellent opportunity to make the Dr. Sibak (clone) valuable to every player rather than to certain species... and of course there is a Friday the 13th coming up next month (June). Thank you for your time, and here's to having this rectified prior to the next Hearts and Minds. ;)

    Please Fix. Sibak might actually become useful for more players.

    Thank you for your response. I'm glad this got some attention before the upcoming Hearts and Minds Event, and if a fix is available by the time the Event goes live I'd humbly suggest including that functionality in the Dev Blog or News article announcing it. This would let players see a broader value in doing the Event, and might get a few more Undine Lock Boxes opened and more Master Keys sold ;)
