It sounds like this is due to an invalid costume piece. Another user above said the pants/boots from the Miner Outfit can be used to workaround the issue.
I'll bring it up to our art team and see if they can address the issue. Thanks for helping me understand it.
Funny stuff okay go pay for another costume and see if it will make another you paid for work lol.
The embassy and reward BOFFs ... I suspect the problem with these is partly that their default clothing items are not available normally--Romulan embassy female has a skirt that is not available to Romulans, the Reman also has costume parts not available to players, similar problems for the Breen and Jem'Hadar BOFFs. Is that correct?
And yet, in spite of all the new fanciness to the Tailor, my Romulan captains can't equip the complete Omega Force armour visuals, specifically the left and right leg pouches that my Fed Captain has available.
Both Rommies have the 'Omega Shadow Operative' achievement (i.e. all elite Omega optionals) and the 'Adapted Commando', as does my Fed, yet neither Rommie gets access to the nifty leg pouches, whereas my Fed does.
Any chance of a fix for this one, as the Omega visuals look a bit lacking otherwise?
Does this include Diplomacy/Marauding BOffs? They could display armor visuals before but there's no way for us to know if this will work in S9.
Yes. It will work the same way for Boffs as it does for Players - there is a drop-down menu on the Uniform tab that changes the Costume into a "MACO" or "Honor Guard" slot. So regardless of what other costume restrictions a Bridge Officer has, they should be able to use these.Yes. Nice to see this is being looked at. As of right now, (April 2nd), my all my kdf toon's boffs on tribble currently have the honor guard costumes available, via the drop down uniform tab in top right corner of the editor.
All Except my marauding boff who still has that menu greyed out.
Confirmed. Once your captain has earned a Costume Unlock (which will be easier to earn post-S9) that Costume may be applied to any member of your Bridge Crew.
Incidentally, could something similar be done with the ship tailor, for things like the fleet ship hull materials? There are certain "fleet class" ships that will never have access to the fleet hull materials; like the C-Store Odyssey, Steamrunner and Vesta-class line of ships for example. So could the hull material unlock if you're a member of a fleet, have access to any fleet equivalent C-Store or promotional ship, and have unlocked at least one fleet ship?

Why on Qo'noS are costume options tied to species rather than faction? What about Federation Klingons? Are they actually considered a separate species or something? Also, is this the same problem with beam-out/beam-in animations? Are we ever getting that fixed?
Yes, yes they are. :P
And yeah, transporter effects are really an emote. :P But one you can't use manually.

Thank you. This has LONG been an issue with the KDF Marauder BOFFs and a fix and options would be outstanding.
As for the idea of how off it would look for KDF players having Starfleet uniformed BOFFs among the crew, well, all the talk about Season 9 is that the Federation-Klingon War will be coming to a halt. It would then be fine to have these uniformed officers as part of an "Exchange Program" which happens in real life as well as in Star Trek itself.
Probably for the same reason the Gorn can't wear Starfleet uniforms and uses the KDF beamout despite it being a Federation transporter. MACO uniforms are flagged as "Starfleet only" stuff. I wish they'd fix that, including letting us put our Diplomacy/Marauding boffs in faction appropriate uniforms (like a Gorn in a Starfleet uniform).
I'm fairly certain it's been discussed before, though maybe only in a podcast interview or something... I'll attempt to clarify here, but I can't guarantee that it's 100% accurate, since I'm not a character artist...
As I've come to understand it, the reason that the Marauding Doffs are not customizable is that they are of a species that by default has only Starfleet Uniform options. When they were given as Boff options to the KDF, all Starfleet Uniform options were disabled. This was a deliberate choice - we didn't want Boffs on a KDF bridge crew wearing Starfleet uniforms.
So, strictly speaking, they ARE customizable, as far as I know. They just have no costume options.
The Diplomacy Boffs work a little differently because their species-specific costumes aren't specifically restricted to KDF only. You'll note that they don't gain access to Starfleet Uniforms, though. These Diplo/Maraud Boffs weren't given the attention of adding costume options to their default species-related load-outs, only removing options where deemed necessary.
Any chance of this being changed and Diplomacy Boffs being given proper uniform access? Same with the rep and special reward boffs. Some of us like our boffs all to be properly uniformed, y'know.
Hm. Very cool. Down the road (and I realize this may be WELL down the road) I'd love it if maybe you guys added a dropdown for Starfleet/KDF Uniform where it is appropriate to own both or even at least something like an added dropdown for Fleet purchased uniforms, which would at least open Fleet and Embassy costumes for BOffs, regardless of other restrictions. (Currently, I think all BOffs can use Embassy and Miner.)
And/or maybe a Lobi dropdown. That would be for the Wells/29th century outfits. Since it's the future, those at least seem to me like they should be cross faction available... and it would probably increase sales if all of those were cross faction like other Lobi costumes are.
One of the most annoying things is that not only do the Fed Diplo boffs not have access to the fed uniforms, they also have an even more limited selection than regular KDF.
This could be partially solved by adding some method for Starfleet to use things like the warrior skirt. Maybe a special console somewhere which would offer a limited selection of "faction conversion" items where you put a KDF warrior skirt in and a Fed equivalent usable only on Diplo boffs comes out.

I was hoping to use green for my romulan on the suit.
From the looks of things, the suits and kit pieces look exactly the same for all factions. I think they should take the color palette for federation characters and make it the standard color palette for all factions for their suit and kit options at the tailor. At the very least romulans/remans should have their special color palette no matter what faction they're allied with.
Edit: I also noticed that all 'Suit' and 'Kit' options for my romulan have 'Klg' in the name, as you can see in the screenshot (Suit - Klg Gamma Type 2). The 'Klg' most likely stands for 'Klingon' which doesn't make sense for a romulan. (No kit pieces on my romulan in the screenshot but I did look through them all and saw they all had the 'Klg' in their names like the suits.)
And for my fed it doesn't have any letters to represent faction in the names of the suit and kit items, as can be seen in the screenshot (Suit - Alpha Type 4).

It's more annoying for marauding boff rewards because you can't customize them at all, without using a workaround. If you have the fleet dilithium miner outfit you can modify your marauding boff to an extent. The advanced head options will show up but the boff will only have the miner pants and boots that can't be changed. No belts, no wrist attachments of any kind, no gloves of any kind (except the 7 of 9 hand for some reason), and limited to the simple shirt in both the tight and loose category and the short sleet and long sleeve miner shirt in the tight category. You can use flower accents from the risa summer event though.
At least diplomacy boffs actually have uniform options to change them into and can have their head and body modified without having to use a workaround. Without the fleet miner outfit, marauding boffs have nothing at all but the simple shirt, tight standard pants, soft boots on them, and advanced head and body options is completely blank and can't be changed. And attempt to switch a color or upper category from tight to loose will just make the change not take place and it will snap back to what it was originally.
Ok the issue I have is very specific to KDF Aligned Romulans.
Our color palette changes around depending on items. Some items let us use the Romulan Palatte and others force us to us the limited and bland 4 color Klingon palatte. Case in point - the Tal Shiar top. For some reason its been decided its a Klingon item and your choice is muddy Red, Muddy Blue, Muddy Gold and then some shade of Black. Not much choice and not very romulan
So it gets harder and harder to match pieces. Like I spent Dilith and Fleet Creds on outfits from fleet vendors but get stuck with the 4 Klingon Colors.
So the kit items use the Klingon palatte. So its workable but hard to keep things consistent. Like sometimes something is supposed to be lit but our choice is muddy blue or muddy red.
Some other items have changed palettes YET AGAIN. Every time there is any change we get different color options. And many items link to other items so if you make your belt red, it changes your shirt color. Really apain when the options change.
So my point is that many of the choices aren't very Romulan because of color.
There are also some of the new items that do have lighting choices. Problem is its EVERY color but green. There is a yellow option but then its hard to match that to say our tricorders and belt accessories. Please add a green option.
Since the tailor is getting a pass, this would be a great time to give KDF aligned Romulans access to the same palette for ALL items.
I was hoping to use green for my romulan on the suit.

I just posted the same thing before I saw your post. I have been going on about this since beta.
Just bought the outfit from the spire and will never use it since the option is blue or red.....
Its seems so simple that if YOUR race = Romulan, you get the Romulan palatte
The most egregious are the senate robes... again your choice is blue or red
I would forgive all the insane color linking items if we just had ONE Romulan palatte

Yeah. I was in closed beta testing of LoR and the color palettes for romulan faction characters have been inconsistent and screwed up since then. It took them months before they finally got the sash and right side of the shirt to have the proper matching color palettes for the female romulan ToS uniform. Before it was fixed, the sash had a completely different palette and you couldn't get it to match the right side of the shirt.
And we have been bug reporting and complaining about the messed up romulan color palettes for almost a year now with little results, if any.

they have changed again. Some items now how different color choices on some of the colors. (KDF- Rom belts for instance) But as always its inconsistent. So if you go to the tailor to and change something, it might not match anymore with other items.
I more or less havent changed anything in months because its just too much of a pain to try and match items and see which ones are inexplicably linked this week. I go to the tailor and then realize why I picked the outfit pieces in the first place - because they were basically the only option to have items match and keep BOs looking reasonably consistent.
***
They also took out some items in Beta. It made sense at the time because of overlap and clipping. Since they have reworked the categories to accommodate the kit graphics, I would love to see some of the stuff come back.

My romulan is allied with KDF so that's was I was referring to on messed up colors. I feel your pain.
Y'know, I played around with this yesterday and I was quite impressed with some of the stuff I could build. I have to admit, though, the build I made for one of my female characters was quite awkward - armored top, skirted bottom.
ok so lemme just be certain i got this straight, please do correct me if im wrong: 1A) can't disable/enable space visuals 1B) you're probably right, it's a bug, but it is not everyone whom have it. im on tribble right now, and it works fine for me 2A) removal of armor visuals, meaning a costume slot is now required/can't use costume on boffs now 2B) agreed it is annoying that you have to sacrifice a costume slot, however, the part about BOFFs not being able to look like Omega anymore is not true. as i said above, im on tribble now, and while i can't enable the armor visuals for my boffs, they can now use the costume pieces. my tribble toon's away team is dressed in different variations of Omega right now. i got my sniper in light armor (only the main suit, no armor pieces) my spec-ops boff is using tactical look (auto rifle, chestplate, leg and arm armor) my CQB boff is using the standard MK XII omega visuals (shotgun, full MK XII visuals) and my heavy gunner boff is dressed in full reaper armor (minigun, full reaper armorset, aquired from completing all the Estf optionals) 3A) no comment 4A) kit visual restrictions for boffs 4B) you're right, and it's SO ANNOYING!

There are many individual pieces in all factions with incorrect color pallets in addition to just awkward color choices. Any premium costume piece should be bug free.
I bought the KDF Bortasqu uniform from the fleet tailor. Looks great generally on all races. But the medals and sash banners are all one gray mass. Looks horrible and should be easy to fix.
Romulan color pallet problems were reported constantly in beta LoR and still remain.

Premium costume piece? You mean like the Reman Nemesis uniform from the c-store? Yeah. The shoulder pads have a different color palette then the rest of the pieces, but *all* pieces of the outfit have the wrong color palette. It's been that way since it was released and I bought shortly after. I haven't even used that outfit in a long time due the the wrong color palettes and not being able to match the shoulder pads to the rest of the outfit.
