What exactly are you basing that comment on? Because I had none of the items given away last year, and I found them to be very useful. (I'd been playing about a year at the time of the give away.)

Quoted for truth, but as far as T0/T1 ships, I think its the best of the three. I use it religiously for all my 'toons. Sensor analysis alone puts it over the others.
As for the free stuff, the community pretty much nailed it: Just assume that things given away in previous giveaways/promotions (the DS9 outfit is a perfect example) and that are not great sellers.
Since it seems that Cryptic is getting away from Z-Store costuming and limiting new costumes to lockbox items and Rep/Starbase-related unlocks (Spire, Mine, etc), I'm gonna guess the one here will be the Bajoran...but more likely the racing outfit. I always kinda scratched my head at that outfit. The other ship? Likley the retrofit TOS Constituion since it was also given away for free in other promotions.
The only thing which i am sad about is that once a ship has been a free giveaway, the discount in fleet modules for owning a ship does not apply anymore.
It's the reason why i am not yet flying the fleet nova, simply because i still need to grind the dilithium to be converted to zen.

Ambassador(Last year's anniversary)

Melee Pack? Only 300 Zen and I have never been tempted to buy this. Might be a good item to give out. Hardly game-changing but it is a single unlock so probably not.
IDIC Tribble? Again only 300 Zen. As this was free to claim at one point, and many already have one, this I can see being given away.
Open Jacket Uniforms? Same price as other uniform unlocks (550 Zen) so why not?

... What if Cryptic have a bunch of items they've not yet added to C-store which they intend to give away? Mek'leth, Kartakin, Greatcoats, etc. Items people have asked for in the past, and been seen in-game, but which have not been available until now. Can they do that without a patch?

I am not sure if someone has already posted this Developer Blog link about the creative process Cryptic goes through to create a new ship, but they use the example of how they went about creating the 4th Anniversary ships in it.
So if you still want to know how hard Cryptic has been working to give us some Completely NEW ships for this Anniversary. Here is the link to the Blog:

We all have dreams . I have an Avenger, and I can tell ya it has been the best ship I have bought to date. I love it.
