Just fired up my STO to see whether I've got the same problem...and it seems to work just fine.
Maybe your service provider is the problem because neither the atlantic cable nor Cryptic seem to be at fault here.

just beamed down to the Romulan Flotilla, beamed up from there,
flew to New Romulus, beamed down then went to the Command Center, beamed up again
and am now doing the "Last Stand Mission" still not problems of any kind.

game is running normal, then suddenly begins to lag extremely and one server disco after another.
what helped me was an easy router reset. turn router off, wait 20 sec, turn router on.
all back to normal, at least till next day ^^

But there were problems for 20-30 minutes while loading Qo'nos. I was stuck at the loading screen 90-95% progress. Restarting the game wasn't fixing it.
Have you run a tracert to patchserver.crypticstudios.com ?
That is usually one of the best ways to determine if there is a network hop that is giving you fits.
I logged several time, from France, and no problem. But I didn't stay to play, just rerolling and tried to find a DOFF Romulan/Reman recruiting mission.

I actually like Delta Rising.

Seems the severs runs pretty smoothly.
still 1gbps internet connection almost insta dloads any youtube vid or any game from steam but can connect to a mmo server...seriously.
guess someone has to move/merge this with the threads in the network forum.
