Obviously not my internet connection as im online right now, any site loads fine.
Web Browsers have a much higher degree of tolerance to packet errors, then a Client/Server connection that must maintain a time sync to a fraction of a second...
... and post the results, that would provide some clues to the source of your problems...
And it doesn't look like its a STO server issue, as I just got off of STO after grinding multiple characters for my daily Dilithium and Item Drops from several STFs...

Was in combat then all of a sudden the server response timer showed up and disconnects. Now I can't log back in from the launcher. Kept getting "Unable to authenticate" message. Anyone else getting this as well?

Didnt help at all. Whats going on?
So what does your 'Net Test' and 'Trace Route' results look like??? Or even better, substitute the 'pathping' command for the 'tracert' command, and post those results as well...
been trying for the past 3 hours to login to sto. open launcher and get:
Trying to update the launcher.
please be patient.
Tried connecting 5 times.
Unable to establish connection to patch server. please check your internet connection. if problems persist, please contact technical support.
This started last night at 5pm est. figured the 15+ hours would've solved this. I have put this in then bug report section as well, but no responses since 2 days ago. I have installed the game and re installed through arc to no avail. Even a steam install gives me these messages.
Edit*
Just tried playing Blacklight: retribution and get the same error.

Hey guys, for all those who have the problem with the cryptic launcher, run BLR directly through the binaries folder.
For those that installed through steam, go to steam apps, common, blacklightretribution, Blacklight Retribution, live, Binaries. Then run BLR through the binaries folder.
would this do the same for Star Trek Online?
Nevermind, star trek online through steam doesnt have a binaries folder
