We only saw the effect on crew when the monument wasn't fully powered. it seems that once it was at full power, the effects were much less traumatic on the rest of the crew. An that what made the episode interesting that a party thought that a crime was so hideous that they thought that such drastic measures were needed to try and prevent other people from committing such crimes.
The lack of power might explain why not all of the crew experienced it. I guess that was the writers having to make way to explain why little Naomi Wildman wasn't subjected to the experience of being a war criminal.
I know there was a serious lack of brain cells (and spines) in the writers room on ST: Voyager but anyone who would think of exposing a little girl to war crimes makes for good entertainment or gives the viewer a moral lesson is just sick.
What did you the right to destroy a war memorial?
It is a danger to ship and crew, and a hazard to navigation in the region.
May be they thought they would always control that portion of space and that only their own people would see the monument. May be they didn't think about it from that point of view.
Not surprised we never actually see this race (the Nakans). Their neighbors probably got tired of being telepathically violated if they ever flew near their space and wiped them out.
Either that or a part of the population got tired of being telepathically indoctrinated by having the memories of war criminals implanted in their minds and both sides ended up destroying each other.
Actually having the Nakans be a dead race might make a lot of sense: notice the uniforms? The Voyager costume department reused the Jem'hadar uniforms from DS9. Makes one wonder if some of the Nakans were a proxy army in some failed Dominion conquest of the Delta Quadrant and were destroyed by their masters when they decided that genocide and conquest weren't right.
Either that or no one from their homeworld was willing go to that planet to maintain the monument or to shut it down because they would have war crimes beamed in to their brain.
That whole episode would have made a lot more sense if it was the memories of the victims that was transmitted and not those who did the killing. As it stands this is like going to a former TRIBBLE death camp and only being told about the people running the ovens.
My Romulan Liberated Borg character made it to Level 30 and beat the (old) Defense of New Romulus with the skill point bug.
Im really liking what im reading, it sounds like a lot of thought has gone into the Voth tactics and how they work, hopefully it will be an actual challenge rather than a faceroll with most of the PVE.
If it looks and feels good hopefully it will be the start of an AI update so other enemies will be better to fight and make a challenge to players.
Type V? Able to channel a sizable fraction of an entire universe? That's almost Q level. By comparison, civilizations like the Federation are at the upper end of Type I, and the ability to construct Dyson Spheres is a mid-Type II ability.

Looks like I'll be ignoring the Sphere completely. With the Voth abilities, you would be insane to tackle this solo. What the devs see as a "challenge" I see as not worth even trying. I have a friend who plays STO as well and he only logs on now to to set up duty officer missions. He was hoping Season 8 would provide new content to play through and sounds like it wont be solo capable. I just hope he stays long enough to see more. FYI we are both "lifers" and have supported this game. Waiting on Season 9.
In reply to the inevitable hardcore flamers I'll get, there are better ways of increasing the challenge without compromising solo ability. The late City of Heroes had a way of letting the player choose both the group size of NPC opponents and their difficulty level. I dont see why this could not be implemented to keep everyone happy.
Oh wait...this mechanic is already in the game, forgot. If Elite setting isnt good enough for you then you are probabbly not a MMORPG type player. Try a First Person Shooter instead.

Another job for another battleship (that is an AC, AC refit, Oddy, or more recently BB CC). One thing I learned from ship games (namely Warship Gunner) is that when in doubt, bring a ship with bigger guns and bigger armor, like a battleship.
They certainly don't seem too advanced as the movie makes them. Not even close.
And the weapons,... Just using old stuff they already got but mixing it.
Tetryon antiproton, transphasic-chroniton.

In EVE online at least there are Jovians who are miles ahead of any galactic race (like Voth should be).
You know, Tier 10 or something. Something FAR superior and technologically unmatched.
Something that would take a Fleet of starships to take down. A true RAID, a thing missing from endgame in ST.
And if they compare them to the Elachi, aw my god. They are even less strong of an opponent.
Who the hell uses Elachi ship for anything? PvP? Nope, PvE? nope. Because they are seriously underwhelmed to be used for anything. 2.5% chance proc to penetrate shield? Should be on every crit then it might be usefull somewhat.
