Just throwing it out there. It seemed like the big hang-up for the KDF ones not getting it was that the Fed ones weren't. That bled over into the Rom versions. Maybe I misunderstood that, but I'm basing my request off the premise that the reason none of the kids got one is because the Feds couldn't have it.
Why couldn't the Feds have it? Because of a treaty with a defunct government that they are all but at war with since they allied with their rebellion. Now I know people will argue that the Defiant was the only one allowed to have a cloak, and that was with Romulan approval. So I guess we just leave it there....
Oh... wait... the Galaxy X got it too? Well, I guess that's because it had a cloak in the show and came from an alternate timeline that never ended up happening (cause Deanna wrecked the damn ship ). Ok, lets make that one exception because it was in the show, but other than that, sticking to cannon! Absolutely no Fed ships with cloak, we've got this treaty and...
Oh... wait... the peace making Feds are at war with everyone? They need to build a l33t uber ship to fight everything? What would help with our sales... err... defense of the Federation? A ship that can cloak! But... but... the treaty! Naw, it's cool. We just REALLY REALLY want to use a cloak now.
So, then you have the temporal ships from hundreds of years in the future when the FED/RRW/KDF are one big happy family. I suppose you could argue that since no ones at war, cloaks are no longer needed. My counterpoint is that the temporal ships seem to get used in game to observe and correct timelines. I imagine they want to do that with minimal changes occurring just due to their presence. And you know what would aid them being able to hide their presence?
...Just saying...

Do you want KDF and Roms to be able to cloak their Galors too? Or their various Jem'Hadar ships? Or their Tholian ships?
If we are talking about a standard cloaking device console like the one the Galaxy-X and the T5 Defiant get, yes. That's what would make the most sense.

If it makes sense on them, why not? I was just making the point that two out of the three factions' temporal ships should have had cloaks, but weren't given them because of a rule that is only followed when it's convenient. I wasn't trying to throw my hands in the air and say, "OMG CAN I HAZ KLOAKZ NOW?!?!?!?". But sure, if we want to start getting into that, lets go there.
They have three different kinds of cloak in this game: built in battle cloak, built in lame cloak, and not built in needs a console slot lame cloak. I'm not advocating battle cloak, since it can actually be useful. I'll even take the built in option off the table. If someone spends money on a ship to get the console, and actually wants to use a slot on it, why not? Please keep in mind, I don't have either of the ships that come with it, and I don't know if I would necessarily tie up a console slot with something that is more useful for RP purposes than actual functionality.
I'm just asking what the excuse is at this point? Did they even address how/why the Avenger has a cloak?

They went into some bit about all the tech being striped out by the Tholians, except that the ships are still flyable and have all the temporal weapons and consoles that we can put on them. But those crafty Tholians, they managed to strip all of the tech except for most of it. Since I or the Ferengi who sold it to me went to the trouble of stealing it from the Tholians, we couldn't pick up the ONE last box on the table on the way out the airlock?

Can't have a honest conversation because of a white knight with power
Logically, all six of the Temporal vessels should be able to cloak, else they make little sense.
I have a hard time believing that in the future, two of the three factions gave up their cloaking ability and that the Romulans decided that continued use of the more advanced Singularity Cores was a stupid idea.
Don't forget, they made the decision to dump all that technology in both this universe AND the mirror universe.

We can surmise that before the Temporal Ships came to the 25th Century, they had 29th Century Cloaks and Temporal Cores. The more interesting technology was removed from the ships for whatever reason. As far as the Romulan ships having Singularity Cores, it is 400 years in the future so it is highly doubtful that they would still be using Singularity Cores. So it is possible the Tholians stripped them of useful technology for whatever reason and the Ferengi fixed them up with what they had on hand. So since Matter/Antimatter Warp Cores are far more common than Singularity Cores, then that is what they used. The Ferengi are not going to waste latinum by installing Singularity Cores.
Now onto the issue with the Cloaking Device. The Ferengi are not going to install a cloaking device onto a ship when cloaking devices are very valuable to the right people. So the devs could do what they did with the Avenger for the cloaking device so we have to provide it ourselves or since the Temporal ship is from the 29th Century and the Cloaking Devices are from the 25th Century, then there could be a compatibility problem so 25th Century cloaking devices just don't work on Temporal Ships. The materials used in the Temporal ship could interfere with cloaking and the 29th Century cloaking device could deal with that interference.

Just like you know, 25th century shields don't work on temporal ships. Or 25th century impulse engines constantly overload and blow up because they can't take the increased chroniton stress when the Tipler Cylinder is activated.

I know. It was a pain to go without Shield emitters and replace Impulse Engines every week on my Mobius. My crew finally managed to rig something up so that they would work properly. The cloaking device is even more difficult to deal with. When I activated it, it set off every sensor in the Federation and Klingon Empire. The cloaking device did partially work in that the ship turned invisible, but if it sets off every sensor, then it is completely worthless. Starfleet has prevented further research on it since it can be used as a terrorist weapon by disabling every single ship in the quadrant. My engineering crew informs me that using a phase cloak could have catastrophic consequences.

I applaud your creativity, but so far that is not the story/excuse they have provided. Plus, I submit this to you from the latest dev blog:
At one point our Lead Designer, CaptainGeko, said, ?all I want is dinosaurs with frickin? laser beams on their heads!? We all chuckled, and then he said, ?I?m being serious; this is a game. Let?s have some fun!? So we did, and what we ended up with was almost too much diversity!.
This is the best trump card they've given for excuses why something isn't allowed. If they get to jam mecha-space-dinos into Star Trek for funzies, why are they concerned about limiting cloaks? When STF teams can consist of a Galor, JHDC, Marauder, Tal'Shiar, and a Risian Corvette all operated by Fed captains, are we really concerned about emersion? Nevermind that the Boffs those captains are using consist of Breen, Borg, Jem'Hadar, Remans, Romulans, Klingons, and whatever you want to make using Alien Boffs (Cardassians, Na'vi, Homer Simpson, Spiderman, etc.). Of course I keep saying captains, but we are all Vice Admirals. Everyone. Those who aren't are simply new as of Monday and will be VAs by the end of the week.
I am Elachi! All other sentient lifeforms must bow before Elachi! Yo soy Elachi! For those of you who don't "habla Iconoa", Elachi is Iconian for.. The Achi!
That's my point, it wouldn't make sense. The six temporal ships are actually (as we all know) the 2 temporal ships. They just don't want people flying ships of other factions. So, they added a skin to allow the KDF & Roms to use said ships. They are not distinctly different ships. Hell, they aren't even different ships. By design.
If I'd designed it, the 3 factions (2 originally) would have had different temporal vessels. Some nice Temporal Battle cruisers and Temporal Warbirds... This would probably cause more complaints, although at least those ones would be justified, unlike this.
I'm just asking what the excuse is at this point? Did they even address how/why the Avenger has a cloak?
iirc from the blog post a few days ago, they said the Avenger has a cloak because it's based on KDF Battle Cruisers. This makes sense, although it does leave the obvious question: Why don't they load the other Feddie ships up with cloaks? For obvious reasons the treaty that prevented them is no longer in effect.
Interesting how you just happen to skip over the tal shiar ships which are, I don't know, the most relevant.
I didn't happen to skip over them, it would have made no sense to ask if people wanted a cloak on a ship that can cloak, and should be able to...
Just in case of poorly thought out responses: If we'd ever seen the any indication that the Wells had a cloaking device, I would advocate the inclusion of it. Since the other 2/4 ships are the same ship, it makes no sense for them to have different abilities.
Just be happy that they actually made skins for you, rather than making your Klingons fly Fed ships, or just precluding the option altogether...
That said, I do love the wells/mobius, and would rather fly that than their counterparts.

In terms of story, how about, in the future, sensor technology had been developed to the point that cloaking devices were obsolete?
How about, in the future, matter/antimatter warp technology had been sufficiently developed that it was more efficient, and possibly less dangerous, than singularity technology.
In terms of reality, how about...
Starfleet doesn't use cloaking technology in game because they historically did not in the shows either, and that's the way they want to keep it?
The devs didn't want to rebuild the temporal ship with a quantum singularity core and have to do the attendant adjustments to compensate for its singularity powers, and ensure it's no "better" than the other two temporal ships?
...talking to players is like being a mall Santa. Everyone immediately wants to tell you all of the things they want, and you are absolutely powerless to deliver 99% of them.
Science ships do not need cloaking. Science ships detect cloaked ships. What should happen is cloak detection for science ships should be always active instead of using the artificial game mechanic of a time limit associated with tachyon consoles.

The sensor technology is so superior in the 29th century that nobody uses cloaking technology because it's obsolete. So the ships never had them.
One argument FOR cloaks on Temporal Ships:
While true that 29th century ships have no trouble finding each other with or without cloak, there's this whole time-travel thing that they do. They'd want to cloak themselves from downtime starships.
Which ultimately becomes another argument AGAINST cloaks on Temporal Ships:
Because either the Tholians or the Ferengi would have stripped out any working cloaking devices for their own use, no question.
Except that neither Tholians nor Ferengi ever use cloaks, which they would if they had them. So it stands to reason that they never recover any working cloaking devices from Timeships.
So... 29th century Timeships must self-destruct as much future tech as they can to avoid falling into downtime hands, including the cloaking devices but inexplicably not including either the Tipler Cylinder or the Manheim Device.
There. They had them. But they don't now.

And yet, they have never stripped the cloak from all the other mirror vessels that had cloak prior to them getting it.
Try again.
@bluegeek, The very fact that they are from the 29th century would mean that their ECM and ECCM ability would be so advanced, that no ship from 25th would be see them on sensors if they chose.
You know Cryptic has Jumped the Proverbial Shark when they introduced Tractor Pulling to Star Trek Online!
Without cloaking technology, following the temporal prime directive becomes significantly harder to the degree that the mere possibility a ship such as U.S.S Relativity would not possess it for any other reason than technological limitations seems absurd at worst, naive at best. Even more so when you consider the ramifications of not adequately veiling and protecting a time travel capable ship from being captured.
As far as having cloaks on the ingame ships, however, that's probably more of a balance question and since cloaking was never a signature ability of these ships, such an addition would seem somewhat unnecessary (however justified canonwise) -- if these concerns and requests were amply raised immediately following their launch, there might be a chance, but alas.
Do you want KDF and Roms to be able to cloak their Galors too? Or their various Jem'Hadar ships? Or their Tholian ships?
I'd be happy if just the Rom and KDF built ships could cloak. Enhanced cloak on KDF carrier... launching BoPs while it stays cloaked...
Cryptic was just lazy with the temporal ships. Since Fed doesn't cloak they couldn't put the effort into making the KDF one do so.
BTW... Scotty took a stolen cloaking device and made the Enterprise cloakable in like 5 minutes. Seems pretty canon that non-KDF ships could cloak just by a plug'n'play console! :P
Sometimes I think I play STO just to have something to complain about on the forums.
So... 29th century Timeships must self-destruct as much future tech as they can to avoid falling into downtime hands, including the cloaking devices but inexplicably not including either the Tipler Cylinder or the Manheim Device.
Sooo.... Tipler Cylinder or the Manheim Device aren't uber-tech that they'd feel should have self-destructed? You kinda invalidated your own argument.

Obviously, Scotty used his Plot Multitool that allows an engineer to combine technologies that are completely incompatible, then Geordi somehow got his hands on it. Wouldn't be surprised if Scotty had a Q ancestor.
Well being it's a lockbox ships, and lockbox ships are all the same between factions I see no reason why they need to be different besides looks...I'm surprised Cryptic changed the looks they could have easily just let all factions use the Wells class looks...now that would have been Lazy.
And if you need some dumb IP Trekish reasoning maybe ships in the future don't have cloak..When you have have sensors that scans space and time...a cloak seems pointless.
Sooo.... Tipler Cylinder or the Manheim Device aren't uber-tech that they'd feel should have self-destructed? You kinda invalidated your own argument.
Could go with the Temporal fields created by the Tipler Cylinder and Manheim Device screwed up their self-destruct mechanisms resulting in duds. The Tipler Cylinder allows a ship to come back from their ship being destroyed while the Manheim Device causes there to be 3 ships at once. Their effects could have saved them from destruction.

Obviously, Scotty used his Plot Multitool that allows an engineer to combine technologies that are completely incompatible, then Geordi somehow got his hands on it. Wouldn't be surprised if Scotty had a Q ancestor.
And if you need some dumb IP Trekish reasoning maybe ships in the future don't have cloak..When you have have sensors that scans space and time...a cloak seems pointless.
