You are wrong im afraid to say. there is more then enough precident across multiple series to support this option. Not gonna go your homework for you, but ill give you two examples. TNG when q is expelled and chooses entreprise. Voyager, when the q wants to and is granted the right to commit suicide.
A Q boff would very much fit within excepted Lore, and would be a fantastic addition. Now it would have to be balanced. But it could be done, and i for one would love to see it. you really should read the Ops post. i personally love the idea of Q boff being able to dip into all three professions as his skill slots. THats the question you need to be answering would that be op? to have a q with hazard emitters 1 Aux to bat 2 DEM 3 and Cannon scatter Volley 3?
Your Q-boff would be on your bridge to test you. Likely not an active bridge officer, so he comes with no powers at all, but if things got too easy he'd complicate things, to make sure you learn something. Like having a difficulty level above "Elite".
Oh, you've immobilized all the probes? What if there were twice as many? What if they were all Tholian Recluses? What if we go back in time to when you froze the probes and see if you can do it twice?
Why would Q be testing you in this way? I think you usually don't find out until the end of the episode. So simply add a pop-up message that provides one of a bunch of generic rationales. Or even just one.

what makes this boff special is it is able to sit in any seat on your bridge regardless of rank or profession, ensign sci, commander tac. doesn't matter. IT is also able to train any profession in its four slots. ensign lieutenant and so forth.

Just perhaps a greater knowledge of things...except, as we saw, they really don't know what to do, as they'd be akin to a child in terms of living. Needs to be specified in the thread: Expelled-powerless Q, not Q.
2.) In canon, only two members of the Q are even remotely interest in Humanity, let alone any other species. Our beloved TNG Q, and his Voyager Q son. So this leaves the question, why would the Q even bother doing this?
Examples for and against:
For: TNG Q was given mortal form, but only as a punishment, so he could 'learn a lesson' since he was so fascinated with Humans. Q then did this to his son, for a similar reason...even if it didn't really work, for either.
Another episode of TNG had a member of the Q who didn't know she was one, for her pre-20's life. Hidden apparently, so that she would gain some Human understandings, that no full Q could see. She was then given the choice of joining the Continuum, or having her mortal existence snuffed. She joined the Q, of course. (And was never mentioned again, sadly. Reckon the experiment didn't work?)
On Voyager, a Q was actually imprisoned for eternity in an asteroid, for punishment, as he wanted to die while in Q form. (Which had been incomprehensible for them, previously.)
However, these were all 'temporary'.
Against: This actually led to a small civil war, as we'd seen. No Q were mentioned expelled, however. In fact, we don't know if any more...died? (This needs clarification.) There was no sudden jump in displaced Q in the galaxy as a result, from the losers or winners. Again, it's a rare Q that enjoys NOT being a Q. (so it seems.)
What would be the reasons for the expulsion? And why would they choose the Federation, Romulans, or Empire? (When like Q said, he could have been anything imaginable given his nanosecond decision.) They would be any species they wanted to be, and not even Humanoid ones. How would that be implemented in-game?
Sum: There is no...driving force for canon or logic, except 'because some players want it', to justify such a move. Then again, Starfleet is suddenly made up of 24th century Cardassian, Breen and Dominion ships, for this reason. And no longer has just one 'uniform'. (I digress, this is an opinion, not a true fact.) So this mentality seems to favour a power-less Q Boff.
So, expelling a Q into the galaxy is not something they'd do lightly. It's one of those one in a billion chances. True, they (Cryptic, given CBS permission) could create some story/plot to achieve this, but then they'll become the new 'liberated borg', flavour of the decade.
This will be a bad thing. Star Trek is getting diluted as it is, from it's original form. Everyone's lost sight of the small picture, that is Trek, in favour of 'more power, fire everything'.
So...no. That's really the best answer. Unless the Q are suddenly fighting for their own existence against something even more powerful then they are. (Which would, just be mind boggling, let alone bad for everyone, not to mention a headache to keep track of!) There's no reason to have powerless Q show up everywhere suddenly.

A "universal" BOFF isnt a terribly bad idea but I believe it needs limitations. Allot of limitations. I had an idea about those limits but no matter how I did it it was OP. All that worked was no traits at all for universal BOFF's but thats just not enough to avoid an "I win".
If BOFF slots for ships was locked to the same exact layout for all 3 careers regardless of the ship itself the universal boff would work. Too much OP in this game.

the Q wouldn't have been expelled, they chose to leave. One already did it, and killed himself. There is plenty of precedent for it. He was bored. there was nothing left for him to do, an eternity of that boredom was intolerable to him. Since he set the "precedent" others decide to join him. and Since Q can reproduce, the continuum let them leave. There is more then enough precedent and it wouldn't be a reach at all
Remember, other Q's have taken a direct interest in humanity.
1) Quinn [ST Voy: Death Wish]. He fought (legally) to become mortal so he could terminate himself - which he did on Voyager. It was shown that he, at a minimum (on Earth): nudged the apple tree to drop the fruit on Sir Issac Newton thereby spurring physics (and as a consequence, scientific and technological advances), saved an ancestor of Comm. Will Riker during the American civil war (without which, the Rikers would have died out), and helped save the Woodstock Festival in the U.S. in the 1960's. Additionally, the Continuum allowed the trial on Voyager, with human Capt. Janeway officiating as the sole judge.
2) Amanda Rogers [ST TNG: True Q]. She is the offspring of two Q's living as humans on Earth. Her powers begin to manifest on the Enterprise.
3) Q [ST TNG: All Good Things...]. Q appears to be on a mission from the Continuum, but still ensures that humanity has the edge (keeping everything the same, verses the entire elimination of complicated (or all) life on Earth and the surrounding area.
Finally, this is not meant to be all inclusive, but just to illustrate the point which leads to the conclusion that the Q Continuum does have some sort of interest in humanity.

Did they stop there, oh no they went and not only gave as bridge officer from breed, but also gave as reman as well. Than came with the lockboxes with all the alien ships that everyone could fly breaking all what makes start trek what it is. I said in the thread when people where asking for Borg faction that when should the line be drawn, now this I just can stop laughing. Need I remind people this sort of thing happens in WoW which began the ruining of the game when their came up with some sort of excuse this give paladin to the horde and Vice versa the shaman to the alliance. Cryptic is you are reading through this thread, learn from it how these are getting bad with all the alien stuff you keep giving the player base without the thought how it will a effect the game in the future. So what's next iconians, undine, every Species we Encounter in the game must we have something of them. Great, I see the how stupid the game is becoming and I for one don't like such thing. You are talking about an exiled Q Bridge Officer not a Q Bridge Officer. Q Bridge Officer means all the powers of a Q while exiled Q Bridge Officer means no powers of a Q. So a Q Bridge Officer is cheat mode in a MMO.
The Q's in-story are usually hampered by some background decision-making that mortalizes them, or forces them to tweak the continuum. Player Q's should not be limited in this way, it gets in the way of true storytelling (tm) and other sue-stu factors. They should be twice as powerful as the severely limited Q's we see on telly. We need...
