Various folks are likely to have varying opinions on who is the best. It might be a good idea to hit up the PvP Boot Camp section of the forums to see who coached what, etc, etc, etc.
The problem with these lists are you simply cant make a subjective one. A player that was prominent and feared in Season 3 may not have learned to evolve to stay competent with Season 7. I may have seen a player do some masterful things against some pugs, but in a premade he/she had no coordination and couldn't work as a team etc. some players are great 1v1ers but deplorable team mates, and vis versa.
Of course there are other reasons it wouldn't work but i think they're self explanatory.

Best in a MMO is sort of silly... even MMOs with score boards you can't point to 1 person or 10 on the top of a score board... that simply means they play more then other people. (or less depending how the board is setup... some games people will log instead of loosing and TRIBBLE up there ranking)
In this game its a small community join OrganizedPvP the sticky is still up at the top of this section on how to do that... look at the boot camp section and perhaps see if there is anything you join there or at least talk to the right people from what you see there.
Take advice learn... and play a bit. You will be able to form your own thoughts on who is worth asking for advice... who is worth listening to.
Really you can take the 50 most regular PvPers in this game and mix them up in 5 mans with balanced ship/captain types and get 15 14 matches all night. This game has lots of room for error for the most part... there isn't really any players i Have seen that can swing a match on there own. There are some great teams though that work well together...
Anyway que up play a lot be social and open to learning and you''ll find the people worth knowing will be known to you.
I don't break down the people I come across into such defined categories. They're either subjectively better than me, or they're not. I can name a number of people that I would say are better than me, and I would probably go so far as to state that most of the folks in fleets like TRH, Sad Pandas, and whatnot are probably higher up on the ladder than I am.
I don't care if someone's better than me, really, though the method by which they become 'better' does sometimes mean something (i.e., if they're abusing a bugged/broken weapon or ability, or are using something that I would consider to be overpowered and unbalanced compared to most options in PvP). If someone's better than me, it makes for an interesting fight when me and a few others try to defeat that person. . .I would hope it's interesting for the superior player :P

LOL there is no way of answering this because there is no system that keeps track of the stats ... But as a person who pvp's on a regular basis I can tell you who in my opinion some of the best players are,,, Myself {Diablo} , Soveliss, Obsidian, Damien, Crudelis, Master yoda, Pascal, Smatty, Minter, Gorn of the Dead, Minimax , kras, Xranksith, Zenith Nader, Hale,Bob The Yak James1971, Deadpool,Black Jack, Heali, Jos, Woody,Orochi, hilbert, Atani, mai kai, and thats just the ones that instantly come to mind... There are a lot of others so dont get butt hurt if I forgot your name .. I'm just taking the ones off the top of my head.. There are a many others that I wont name by name that have winning records but are more or less exploiters or spam heroes that in my opinion if it wasnt for their cheap tactics they would be as easy as Noobs to dispose of ...

I want to believe their are the "best" in each category but as it has previously been stated, its almost impossible to calculate accurately. I for one am very humble but I will say that playing since season 1 and mainly playing as a Engineer I live and breath that career for a very long time. I actually learned how to pvp in Kerrat. As much as some people may call it hilarious it was actually because of Razor Fleet on the KDF, and the infamous StarDagger.
I was a noob, freshly promoted to Captain and got my beautiful T4 Galaxy Class Cruiser, feeling unstoppable I went to Kerrat to strut my stuff. That is until StarDagger and many of his fleet mates were instapoping me like popcorn exploding in a microwave. It was very aggravating, frustrating, nerd raging fits. But I took my beatings as a lesson. Back then pvp was a very different game. Tact Team did not do what it does now. You had to learn how to listen for the BoP's buffing for the alpha's, listen for decloaks, and react quickly to survive. And no, not poping RSP, but actually buffing EMPS and RSF at the same time and using evasives and rebalancing shields to recover from their alphas....... Back then Kerrat was a learning ground me. I learned how to fly, really fly my ship, and learned and experimented with different weapons, equipment, and bridge officer powers to not only survive but to be effective in healing and damage. Once I felt I wasnt too noobish for Kerrat I joined the Q's and learned just how different pvp was in the Q's, It was there fighting against 182, QEW, Science Wizards, Nova Core, Lafamilla to name a few where I really saw different caliber players and good fleets. And that is where I learned the biggest difference between Kerrat and Q'ed PvP Arena matches and C&H. Kerrat, you learn how to basically learn to fly your ship and survive solo, in arena, its team vs team, and if your team loses...... well what good did your solo build do? If your had a extend shields on your ship could your team mate flying the escort survive long enough to kill someone? What if you didnt need your heals and you had chances to use them on your teamates so that they could have had a chance to survive to make a difference? Solo does not exist in a team. Granted pugging in the Q's can be fun, or out right hair ripping, and Team play with setup teams and or premades from fleets is even funner, things are more organized, more communication, builds on every ship are designed specifically to work together so as a team they are effective.
I was fortunate to have had people to help me that were knowledgable, and even tested with me. Hilbert, Era , Atahni, Mai Kai, Evil Hippo, Keldor, Chaos, Deadpool, God Father, Nebulagamezar, Zelda, Kedric, Sivar, Minter, Smatty, Woody, Healie, Pascal............ The list goes on.
The various of fleets to mention of those players that were in?...... 182, TSI, QEW, Science Wizards, SvK, SVKELITE, TRIBBLE. , Lafamilla, Mosquito Squadron, House of Beautiful Orions, Eryon, 528th, Sad Pandas, Show Me Ur Critz.........
So many people and fleets mentioned and not mentioned here that not only myself learning to be better, but others guiding me and giving me insight on their understanding of the game and how they fly as well. For that............ I am grateful that I had a chance to know them, fly with them, and fight them in the Arena's.

People who claim to be the best players are usually not the best. Being arrogant, big headed and living off ego trips makes you a terrible player. There should only be pew.
We should leave little lists like these alone until PvP gets reworked and they introduce player and fleet PvP rankings... which would be never :P
