I don't think it's Hakeev, shouldn't there be a gigantic borg piece on his face? Dstahl's post reeks of disinformation, he will probably tell us it's just a weather balloon next.
Oh come on. The left eye is a blazing star like a borg implant. The right eye being normal. Hakeev has borg implants on the left side of his face. The same shaped ears on both.

I also maintain that constantly bringing characters back from the dead, kind of cheapens the notion of "death". And that's lame. I would prefer new villains.

No trek villain has actually come back from the dead....Trek heroes on the other hand seem to never die, and when they do they comeback.

I agree... Hakeev looks kinda undead as-is. So the outline actually does almost match him. MOST Romulans wouldn't have that outline, but Hakeev has a similar outline.
Looking at the picture has me leaning heavily in the direction that we're going to see a return of Hakeev in some way. The glowing eye makes a strong case for this, while the rest of his face (while could be interpreted as Reman) looks to be scarred up from when we left him for dead amidst the rubble of the city in Cloaked Intentions.
What makes it unlikely that it's Hakeev is that we called down a volley of torpedoes on the site to destroy the large Iconian Gate that was in the area, practically on top of where Hakeev was. I doubt Cryptic would let this stop them though and I look forward to the explanation of why Hakeev is around. Hopefully it will be something more than what we got from "Aliens: Colonial Marines" with regards to Hicks.
I would rather it not be Hakeev. He had a good run in Cloaked Intentions and I enjoyed him as a villain. A reappearance would have him overstaying his welcome I think since, while passionate, his actions were akin to using a scalpel. The teaser information thus far presents itself as someone swinging a hammer around. Instead, I'd rather see someone new that we have either only heard mentioned, or entirely new, that will be the lead villain in the upcoming release.
Hakeev was a goof ball. I always felt that his "no furious diatribes" death meant Cryptic acknowledged he was poorly written and voiced, hopefully on purpose.

I made a Foundry mission a long time ago where I raised the question at the end of whether Hakeev was dead. Mainly because he's in the Foundry and I figured Cryptic would budge eventually.
I want him in game. That actor actually works a lot with the actors who do VO in STO. He's the narrator in WoW.
And a pretty awesome Ricardo Montalban impersonator who started filling in for RM on Kim Possible when RM's health was failing... and he took over after RM passed away.
I'm sure whatever this long, annoying hype is for, it will be equally disappointing when it actually makes it's debut. It will just be another chance to use their rather limited understanding of Star Trek to mess up canon yet again...
Plus I'm sure the servers will crash for a least a day when its released, so I would not be overly excited. We've been led up the garden path before...

The game is not so populated with you negative types as much as they are just far more vocal on the forums. You need to pet a puppy, look at a rainbow, smell some fresh baked cookies and get a hug.
