* Draw Fire (ground) is far more resilient to incoming fire now, allowing it to be more useful as a Dmg Res buff in PvP.
I like to see changes ground oriented, but this? THIS? there are more important things to fix in ground pvp!. Like the Distortion Field that killed and will continue killing ground pvp. Remove the stealth value or make it not stackable with Ambush

STO is just frustrating as hell.....it had, so much potential but it just seems like every time it takes one step forward it takes two steps back. At this point I just don't think it is very realistic to expect them to do a 180 and start devoting much needed resources into the PVP development.
In a lot of ways I would consider the pvp during the first six months of release to be superior to what we have today. Granted, there were a few annoying abilities then as well and things certainly were not perfect but for the most part the "fun" factor seemed to be higher. There was a healthy amount of fleets operating in the ques for both factions and when there was organized tournaments you could expect a good turn out.
Now we have essentially one faction which makes up almost exclusively the few remaining pvp fleets. The couple KDF ones seem to be made up of Fed alts and to me that is a shame. FvF ques pretty much ensured the downfall of organized KDF PVP fleets. Let's face it the only people who qued up for pvp on a regular basis were PVP'ers so if the wait times were too long on fedside then maybe more people would have gone KDF. I hear that excuse as to why so many play feds, "The wait time is so much shorter on fedside with FvF"....well then it would only stand to reason that some of those same people therefore would have played KDF for shorter que times.
To me the quality of the PVP experience is lacking as well. The average PuG vs. PuG from the KDF point of view usually is a slaughtering of feds. On the other hand you run into a decent Pre-Made and there simply isn't too much you can do. So many holds, stuns, slows, and extends that the only way to counter it is with your own pre-made. The problem though is that 90% of the time your pre-made is just going to run into PuGs who have no chance. I might be in the minority but rolling over a PuG with a pre-made isn't exactly my idea of a quality pvp experience.
The whole foundation of pvp in STO is just weak. It is not supported and it is not focused on. Could it be fixed? Yes it could but they have made the road toward reaching that goal incredibly more difficult through mis-steps. If you dedicated a small team to focus on fixes, balances and incentive to create a focus on FvK it would still take a good year to accomplish....if not longer.

Why on earth would you not consider specialized builds in your balance decisions, how does that make any sense.
Can you even intuit that one specialized build is a joke compared to a whole team min-maxing in tandem? Is this not a multi-player game?
Do you also make a speed limit of 60mph and then say , if you drive 160mph your vehicle exceeds expectations, so no speeding tickets for you. its just easier to deal with people going 65-80 ??

Call me odd, but if someone posted a build and test results that so totally broke my expectations of what the power could/should do, atypical or not, I wouldn't just straight up dismiss it. It should be an indication that I need to reevaluate my baseline assumptions.
Ok, gain of energy with 1 mkxii +30 flow and 99 in skill tree flow (so 129 total) is 18. Not big deal but decent. Don't know yet how much would be with 2 flow consoles since I only used the bug which has only 1 sci. But anyways, as bort said, it's not ridiculously high and I expect average people to have 1-2 flow consoles max, getting about 23-25 energy.

I'd like to assume the devs who have direct access to the game code, know more about its mechanics in all its complexity than us players
Consider all the game breaking bugs that go live after living on there internal servers... then tribble... and ya... they become aware after we post 1001 posts about said broken skill...
There are only a couple of the STO DEVs that even have full level toons... not one of them would I consider high level PvPers... and no most game breaking TRIBBLE doesn't jump out in PvE.
The STO devs DO NOT know much about there own engine to be frank.... they do things like code 90% resists and not notice... I know your somewhat newer here so I will cut you some slack...
Trust those of us that have been around since the begging NONE of the STO devs have ever been very in touch with the inner subtle workings of this game.

Oh, they do play it. But not pvp. And if you dont pvp, how are you supposed to know whats op and what not? And cryptic needs to stop adding new items, there are plenty now, they can put them on sale when they need extra $$$, we need more options in the game, pvp and pve.
And really, what blackjack said is sadly very true. Pvp the way it is now, it's only balanced when teams are balanced, any usually that doesn't happen too often, that's why a redesign is necessary.

Granted it wasn't a perfect nerf, but I'd be glad to see a dead plasmonic leech over what it was any day :P Besides there are plenty of useless ship consoles. I wish they'd buff up Ionized Gas Sensor so that it is super fast like in the series and pwns their cloak big time.

Ok, right... I guess I should clarify something here, and this may be a difference of terminology that's led to some miscommunication in the past.
When we state something like "scales from 4-16 based on XX skill" those numbers are assuming 0 skill for the low end, and 100 skill for the top end (or 99, close enough for rounding). So players that min-max to achieve additional bonuses above and beyond that, via specific gear sets and consoles, will exceed the ranges given.

Fyi, I'd been running @ 212 flow caps lately for the lolz of 666.1 tetryon proc. It could be a little higher if I was in a Sci ship w/4 sci console slots and was using maxed gear (I have higher end consoles/deflector but not maxed).
Imo, as I mentioned in other threads is there's too much power gain available. 10 from MACO should be 5 for everything else the shield does, plas leech should be 5-10 based on flow cap using max potential of 4 scis and deflector, and 99 from skill tree and 10 from space trait, and the doff should be 5 for purple. Instead I can have 25 from console + 25 from doff which is +200 power when adding all subsystems, fed would have (+10 +25)x4 which is +140 power total. It makes the Eng skills which influence power pretty superfulous and it used to be a heavy investment point on my part. The variety of power gains allows me to spec into Tac and Sci skills more.
While the Brel I fly is espcially squishy not using plas leech w/212 flow cap layout, there are other options which aren't (eg Karfi). Flow cap also boosts polaron drain and tet glider damage. A team w/members focusing on the synergies has the potential of getting a lot of passive boosts to their weapons. Please keep this in mind when considering balance.

Gm should know that. And before they sell it, they should test it. You'll have recalls, granted, but not one recall a month. Name calling is something else, immature and unnecessary. And I doubt bort said "TRIBBLE pvp, I hate those mofos". Lol. Well, he may say last part. But usually, there is somebody at fault. It's a dev? A manager? I don't know and I don't care, all I want, as a player, is a good game, bug free and enjoyable. What cryptic has in the kitchen it's not my business.
On the other hand, if the end result would've been better, people won't be so frustrated either. Seriously one fixed issue, 2 broken ones. That's a truth cryptic has to change, not us being ignorant on the issues we see.

I m all for professional attitudes combined with professional services. Quite frankly, spaming PMs to a Dev that happens to be in game is a sign of neither. I also don't care what Dstahl thinks, I expect him to take responsibility for the direction and development of this game, be it defending decisions by Cryptic or PWE, and ensuring that his team delivers including QnA, and Systems.
Like I've said before, I have nothing against the devs personally and I don't think it's productive to flat-out insult them. In Borta's last thread I was thanking him for coming onto the boards and telling him that I hoped he wasn't put off by the slightly hostile reception.
But there is a limit... and I'm not going to sit around smelling the roses and pretending it's all dandy... I won't sugar-coat the truth and pretend that devs are actually into STO's PvP or know what's going on. If they were, we wouldn't have things like lockbox ships getting bizarre buffs, AMS, phasers still being fundamentally broken, dampeners not working properly, power insulators being way too effective or totally ineffective depending on the broken skill, DOffs that are either ridiculously good or useless, if not bugged, theta vent still not working properly, carrier spam without any real hard counter...
And these are just the balance issues (God knows we don't want to get into the laundry list of bugs). I mean, when you read in the patch notes that they finally decided not to go through with the heal-debuffing mines because they were "unbalanced in PvP", you have to laugh; as opposed to what?
im as friendly and helpful to the devs as possible when they show up now and then, because i want them to come back and pay attention to us, and the issues we bring up. the best info about the game's functionality by the people that know best are right here. venting about all their failures or bad calls is counter productive, do that in other sub forums if you have too.
keep pvp forum a friendly place, unless someone is completely wrong about something but is too crazy to accept the mountain of evidence that they are wrong. we don't suffer fools here. tactical carriers, whatever insane thing sophi goes on about, not gonna fly.
I'll second the motion to buff the damage on sci powers.
As it stands, the CC components of them are highly resistible. This would be fine if they did more damage instead!
I mean, why use AOE sci powers at all when you can just CSV + TS everything to death in an escort?
Even things like scramble/jam sensors are kinda useless, because you can get sci team down to 15s cooldown with 2 doffs and it will completely negate these abilities.

I am all for helping devs but as long as pvp won't be given some priority, nothing will happen. I also think there is some kind of embarrassing of them loosing to players like us. Which I kinda understand, but they should get over it.

Well devs are people too, they don't want to be regularly interacting with someone who is calling them a bunch of names, and accusing them of everything under the moon.
I personally only do that to Daniel Stahl because I am fairly certain he was the one responsible for the mass player gouging we have been under. Heretic hinted towards it in a facebook post ;3

Name calling is something else, immature and unnecessary. And I doubt bort said "TRIBBLE pvp, I hate those mofos". Lol. Well, he may say last part. But usually, there is somebody at fault. It's a dev? A manager? I don't know and I don't care, all I want, as a player, is a good game, bug free and enjoyable. What cryptic has in the kitchen it's not my business.
On the other hand, if the end result would've been better, people won't be so frustrated either. Seriously one fixed issue, 2 broken ones. That's a truth cryptic has to change, not us being ignorant on the issues we see.

I m all for professional attitudes combined with professional services. Quite frankly, spaming PMs to a Dev that happens to be in game is a sign of neither. I also don't care what Dstahl thinks, I expect him to take responsibility for the direction and development of this game, be it defending decisions by Cryptic or PWE, and ensuring that his team delivers including QnA, and Systems.

But there is a limit... and I'm not going to sit around smelling the roses and pretending it's all dandy... I won't sugar-coat the truth and pretend that devs are actually into STO's PvP or know what's going on. If they were, we wouldn't have things like lockbox ships getting bizarre buffs, AMS, phasers still being fundamentally broken, dampeners not working properly, power insulators being way too effective or totally ineffective depending on the broken skill, DOffs that are either ridiculously good or useless, if not bugged, theta vent still not working properly, carrier spam without any real hard counter...
And these are just the balance issues (God knows we don't want to get into the laundry list of bugs). I mean, when you read in the patch notes that they finally decided not to go through with the heal-debuffing mines because they were "unbalanced in PvP", you have to laugh; as opposed to what?

keep pvp forum a friendly place, unless someone is completely wrong about something but is too crazy to accept the mountain of evidence that they are wrong. we don't suffer fools here. tactical carriers, whatever insane thing sophi goes on about, not gonna fly.
As it stands, the CC components of them are highly resistible. This would be fine if they did more damage instead!
I mean, why use AOE sci powers at all when you can just CSV + TS everything to death in an escort?
Even things like scramble/jam sensors are kinda useless, because you can get sci team down to 15s cooldown with 2 doffs and it will completely negate these abilities.
