Confirmed: Original post was incorrect. You can claim the Tribble on all your eligible characters. The fact that it says "Buy Now" on the features page is a bug. Fortunately, you can't actually buy it, and if you go to the Special Unlocks tab, you can claim it on all your characters after its been purchased.

Actually, the tribble is restricted to Starfleet characters, unlike the other tribbles (Holo and Borg)

This is probably a bug, then.

Updated post to include the word "eligible". The intent of the communication was to state that it did not need to be purchased for each individual character. Per the development team, the standard (non-holo, non-borg) Tribble was designed to be Fed only.

    Thank you for your help!

Nah; The original promo was Starfleet got the tribble, Klingons got the Targ pet. They haven't changed the settings, just put a price tag on 'em. Would be nice if that changed tho, but I don't expect it.

    And no problem, Destra

Thanks for looking into this, Destra.

    Ok thanks, I understand now.

Given that most of the C-Store is account wide getting one that wasn't was a complete suprise - the Enterprise. I did the usual C-Store release thing, bought up everything new I wanted with the first character on. Now I have a bound ship on a character that doesn't need it and find its not unlocked for the one who does. That kinda sucks. And yeah, I should have been more careful and generally untrusting but it still leaves a sour taste when I should have been happily flying around in the Enterprise with a spiffy new Catian.

Before I go ahead and buy the Borg BO I would love to get confirmation that I will be able to claim her on all my captains of the corresponding faction, too. Several posts seem to imply that this is the case, but unfortunately Destra only specificly addressed the tribble.

Some clarification would be greatly appreciated.

I haven't even been able to claim the Borg BO once yet. The tribble came out fine as did TOS Cruiser. The Borg BO just says it's already in my inventory, but it's no where to be found.

The C-Store description has been updated to this...
    Federation Liberated Borg Bridge Officer
    (240 Cryptic Points)

Rescued from the Borg, this officer will bring her experience as a Borg drone to your Bridge Crew! Federation Liberated Borg Bridge Officers have the following traits: Borg Nanites (10% bonus to regeneration and shield regeneration), Efficient (Bonus to Efficiency), Resilient (5% bonus to Physical and Energy damage resistance) and Borg Neural Blast (short-range neural hold power). Note: Purchase of this option unlocks it for all Federation characters on an account.
