Here's what I know about it so far - The cannon is specific to this ship, and takes the place of a weapon's slot, but is not an item that can be removed and placed on another ship. It shows up as a captain's power on your weapon tray. The beam is intendend to be a very narrow front cylinder beam that can pass through objects and hit multiple targets if you are lined up properly (out to a set distance).
There are no details yet on recharge timers or how it impacts cooldowns of other powers/weapons.
I've also heard rumor that it may have a non-battle cloak - which means that it might be able to cloak - but only out of combat.
Once the designer is finished with the ship - I'll see if I can get the full details.
So, currently cloak is only a rumor. The cannon less so.
Talking with the systems designer who is working on the Galaxy - there is a goal to bring iconic ships to the end game - not just as geo variants - but with unique functionality. The Galaxy X is the first such ship he's working on but it is setting the tone for how the others will/may work. The trade-off may be that these ships will be restricted from customization. Take for example the Galaxy. One of the reason's we haven't implemented a Galaxy saucer separation yet is because the fx to do so will not work with all the different parts that players can customize on their ship. However if we restrict the geo customization - we could do cool features like that and make some of these end tier ship super unique. btw.. we are currently *not* working on a Galaxy saucer separation power - but we'd sure like to.
So this is in a way previes of things yet to come - unique functionality for ships.

I think one big difference between one unique ship model with cloak and having a Bridge Officer power effectively giving cloak is that the ship model is limited. Not everyone wants to fly a Galaxy-X. It's most likely still a cruiser, with cruiser-like performance.

This is also another thing I get from the RAF rewards... it rewards only Federation players, i.e. Galaxy-X. Your Klingon can do anything with that even if you refer TEN guys who subscribe? No.

As most people in this thread have voiced. i also disagree with feds having cloak. I'm a fed player and no desire to play klingon but yeah the cloak should stay with klingons and romulans.
I would prefer if they allowed us to use what ever ship we want at T5 (back to the refit/Admiral ship idea).

Don't go jumping to extremes. At the very most we have a rumour from dstahl saying the Galaxy X *MIGHT* have a non-battle cloak. There is not even a slight hint that could lead to your assumption that all T5 Federation ships will get a cloak.

in the science officer forums, a thread on MES practically covers why the skill was nerfed to what it is now. its not that its because the feds wont be getting cloak, its that MES was ridiculously OP. during beta its ability never drained shield energy, and allowed full use of support skills without breaking cloak. basically it gave anyone on either faction an invisible healer ship. it got complained about and now MES is what it is, the full abilities of cloak with its detriments, but only in PVE.

Klingons doesn't so much suck as is just not complete. In CB, I was under the impression that the Klingon faction was a quickly thrown together game aspect for those fans of just the Klinks and was in theory suppossed to make them happy.

The Federation gained cloaking tech in Star Trek (Captain Kirk got it from the Romulans) This was at the start of the general war by the time line. It was the treaty at the end of the general war, that repositioned the various neutral zones that made it so the Federation could not continue to research cloaking tech and banned them from the use of the cloak, this was mentioned in an episode of Next Generation. Now this would so that the Federation, if it uses cloaking technology would be from the time of the original series and not as good as that used by both the Romulans and the Klingons (who received it from the Romulans in a tech trade during the general war). I have no problem with the Federation getting cloaking technology and using it. It is, however, one of the balances in PvP enviroment. I do think too much attention is being paid to just one side of the game and more needs to be paid to the Klingon side, like getting an actual story arc going for them. This is based off of Atari/ Cryptic story arc of the Klingons being the first to discover the infiltration by the Undine, who the Klingons want to stop, not the Federation!

Has the Romulan Star Empire entered a state of war against the Federation in STO?
No? What you're fighting are offshoots of the Empire, elements that they've lost control of. The same type of guys the way "True Way" faction is to the Cardassians.
Then the Treaty still stands, and to put it bluntly, the Federation NEEDS that treaty to remain in effect more than ever. Why? The Federation is dealing with the following:
- Borg incursions
- Undine infiltration and attacks
- Offshoot factions from the Cardassians and Romulans that their own governments have no control over right now.
- Terran Empire attacks
- And the one that is really making an impact on the Feds... the war with the Klingons.
Starfleet isn't strong enough anymore to decisively end ANY of these threats. What you see in the campaign storyline for the Feds are mere "holding the line" type of actions or rescuing some beleagured planet or battered Starfleet unit.
There are no grand offensives to finish off any of these problems once and for all. There are no drives to hunt down and destroy the True Way, despite the Federation having an agreement with the Cardassia for them to not have a big military since the Feds will take care of their security. They can't do anything to destroy the Undine for good. Same with the Borg. Same with the Terran Empire. Those are constant drains on Starfleet. Then there's the open war with the Klingons, which further saps away their strength. Starfleet has no attacks to strategically or diplomatically defeat or even weaken the Klingons. The KDF just keeps pounding away.
And you think the Federation wants to go to war with the Romulans to top it all off? The Empress does not like the Federation. That is a given. But has the Romulan government or military made hostile moves against the Federation? No. And the Feds are content with that, since they have more than enough troubles to deal with. Troubles they can't defeat now.
Cloaks and the USS Defiant... made possible by a single, loaned Cloaking device from the Romulan Empire, due to a diplomatic agreement regarding the Dominion. The entire Defiant-class was NOT cloak capable. This didn't mean Starfleet was fielding cloaking technology. The USS Defiant was an extremely unique ship in Starfleet due to diplomacy.
And lastly, I'll say this: A cloaked Starfleet goes against the grain... against the theme of how Starfleet is represented in every Star Trek TV show and movie.

I don't see this as much of a problem really, given that it will be a fairly rare ship I think. As long as no other Federation ships get it (and the faction never gets it) then we're still ok in that area

they already started doing that when the klingon defense force, a faction that cryptic said would have less pve than pvp, complained that they wanted pve content.

Riker and the captain fought off a mutiny because of the device. If you had payed attention to the ending, you'd have seen that is got The Admiral and Riker (by choice) in the brig and in alot of trouble with Star Fleet.
second one, The cloak was only for the Defiant, it had a Romulan with it when used, and was to only be used fighting the Dominion in that specific sector.

I don't see this as much of a problem really, given that it will be a fairly rare ship I think. As long as no other Federation ships get it (and the faction never gets it) then we're still ok in that area
Except in that one episode, All Good Things where they had this three nacelled Enterprise-D with a cloaking device that saved an Olympic class from a Klingon attack since they were at war or in a very close to war position with Klingons in the distant future from TNG...something like 2400 or 2409 or so...

Just make PvP zones where cloaks are disabled and instead perception is naturally dropped for all ships like the Nebula from WoK...problem solved.

The problem is not whether it is canon or not.
The problem IS good game design. So far, this is just rumor. If it is true, then it shows Cryptic has completely abandoned any attempt to clearly define differences between each faction's game play. That is a very VERY bad sign for the future of STO...enough that I would consider trying to get a refund for my Lifetime sub somehow, less the months I have currently played.
Now, I'm not saying we are to that point yet. Far from it. However, I do strongly hope it doesn't come to this.
they already started doing that when the klingon defense force, a faction that cryptic said would have less pve than pvp, complained that they wanted pve content.

if fed players get a ship that cloaks (i don't care if it is a reward for signing up people), how long will it be before starfleet gets to fly a klingon BoP? i seem to remember a movie where kirk and crew flew a BoP.
i always thought it was stupid for mmo's to give opposing factions identical powers and abilities.
first one, It was not the whole Federation that tried to develop it, did you even watch the episode?
Riker and the captain fought off a mutiny because of the device. If you had payed attention to the ending, you'd have seen that is got The Admiral and Riker (by choice) in the brig and in alot of trouble with Star Fleet.
second one, The cloak was only for the Defiant, it had a Romulan with it when used, and was to only be used fighting the Dominion in that specific sector.
Maybe have the cloak only work in certain sectors?
I for one think cloak should stay with KDF. Then again, Star Fleet is not acting star fleet in most of the missions. I don't remember shoot first, ask questions later the Fed motto.
I am not sure I asked those bar patrons any questions? Should I have done that?
They should just merge KDF with Federation, and that way, we can go where ever we want, when we want.
And PVP would be made even simpler. All FVF missions.
