Can one of the mods ask the developers what it's trying to do? When I try to close the app it tries to get admin rights, but there's no mention of why it wants the rights to do pretty much anything so I used task manager to force it to close.
I've been using the Arc launcher for years and it's never done this before. An unexpected and unexplained change in behavior is a red flag for me even though it's possibly just trying to install an update or copy all of my tax records and passwords.

The only times I know of it asking for admin rights is trying to update something depending on if it's saved to C drive or not. Were there other games it wanted to update that you play from Cryptic? Can you elaborate further on this? Did you perhaps have something else running in the background? More info required.

My launcher updated yesterday afternoon, played for a couple of hours, went to shut down for dinner and two arc programs were refusing to close, i thought it would eventually shut down. Then the pc restarted on its own, so i tried again to shut down the pc and the same two arc programs were refusing, so that time i told it to ignore and force a shut down. That worked but it is a bit strange. My tinfoil hat isnt on yet, but after reading the op i might have to dust it off.
Yeah, I have not really been using Arc only the STO launcher and had it update with no problems. With that said, with the Arc 3 update several games are affected by this and not just Cryptic's games. Those who play Perfect World International have to use Arc to log-in to the game and are greatly affected by this.

As I've been playing STO through Steam... I haven't had that problem. Don't even have the Arc launcher installed right now since I haven't had any promo keys to use.

No, STO is the only Arc game I play. I normally launch using the STO icon which launches Arc then auto-launches the STO launcher.
I clicked Engage, played STO, chose Exit, right-clicked on the Arc icon to choose the exit option and got the UAC prompt (Windows OS User Account Control - admin rights). I tried cancel at the UAC prompt and that closed the prompt but left Arc running.
I tried the same sequence again just now and got the UAC prompt on exit again. There was no prompt when launching Arc, only on exit.
This is new behavior and there is no mention of needing to update something from Arc just the standard UAC prompt.
Try going into the game files where you have the game installed and find the Star Trek Online application itself. double click and it should bring up the STO launcher as normal. try going in that way and see what it does. Note you'll be bypassing the arc launcher outright by using this method. It's the method I've used for years to launch the game. can even pin it to your task bar to launch easier. No need of going through steam or arc that way. I only keep arc for doing code redemptions.

Same thing is happening to me as well. Windows 10. On trying to exit the Arc launcher it asks for Admin rights. I've just been opening Task Manager and ending the process instead, but it is very odd behavior that started happening two days ago.
The other day i got it. Now the arc luncher keep telling me we are experiencing high server load! Please restart you client to download and update. Thank you!
Looks like arc is broken. like this game now.

It started happening on my machine only after a "Windows Update", so I wonder how much is actually ARC and how much is Microsoft that is causing the problem.
In previous EoL transitions little errors crept in because (among other things) MS stopped doing patches directly for the outgoing version and instead ported slightly modified versions of the incoming version's patches instead, and that typically caused all sorts of minor random problems in games and whatnot. ARC may use one of the routines that got bugged like that, or it may use something in a way MS considers unusual and so runs afoul of the "tightening" that is happening in 11 in a way that 10 cannot compensate for.
EDIT: I noticed that if you use the icon in the "Show Hidden Icons" box to close that hanging window it does not trigger the UAC prompt.
I'm having an issue where every 2nd or 3rd time I try to load the game. it freezers and i can't do anything but restart the computer. with this last patch. it loads to the main page. than when I choose a captain. it times out and kicks me out. haven't been able to play for the last 12 hours.
I actually installed thru ARC. My ARC launcher has been offline since its installation.
I always run the game right thru the gamelauncher itself.
Never had the above problem with just using the launcher itself.
I know it doesnt save the password, but rather that than the ARC launcher always slowing my game down which was an issue in the beginning.
