I read the STO news and noticed Fero's article for Temporal Recruit states that Temporal Recruit starts on the same day as Risa Lohlunat Festival Summer Event in Ambassador Kael's article. I find this odd because best to my memory there hasn't been a recruitment running concurrent with the summer event. Recruitment usually is some time after summer event.
Most of my STO time will be on Risa on the Lohlunat grind. No time for other things other than doff assignments, admiralty, R&D 20 hour projects, reputation, and daily endeavors.

Well here's the thing about recruit characters. You only need to progress to the point you get the transponder gubbin that makes said character a recruit. Once that is done... you're free to do whatever on whatever character. As long as the recruit character has that transponder item... doesn't matter if the Recruit event is on or not, you can do those objectives.
It is weird that they have the recruitment with the longest tutorial of the bunch (only Romulan Delta comes close) running concurrently with the summer event. Maybe they want to take some pressure off of the event map servers or whatever by enticing people to do the daily and then immediately switch to the recruit for the worst of the crunch time (usually the lag from that is worst the first few days to a week).
Historically, the summer event has overlapped with a recruitment event (when there was one) more often than not:
The first time was in 2016 with the first Temporal event (it was the second recruitment event ever)
2017 had no recruitments . . .
. . . then overlapped with the first Gamma in 2018
2019 only had one recruitment (Gamma), but it was in the fall
2020 was also recruitless
in 2021 when recruitments became a one-per-quarter permanent thing it overlapped with Gamma again
2022 was an exception where they swapped Gamma and Delta and Delta ended just before Risa
2023 was the other exception where they swapped Temporal and Gamma and Temporal ended just before Risa
2024 just restores the trend of overlapping with a recruitment (Temporal again this time)
I don't know how many toons you have, but at some point I just stopped bothering doing everything on all toons.
Take a break from doing reputations (or temporarily limit your focus to the ones you actually want gear or traits from) and only do admiralty and Doffing if you really want to do it.
If you're feeling overwhelmed because of a summer event and a temporal recruit event coinciding, then the grind may simply be getting too much. In that case I would simply say: stop grinding, or postpone it until after these events end.
As noted by Rattler, the recruit only needs to complete the tutorial and claim the special device while the event is active. Everything else can be done afterwards - but the same is true for all the other stuff you mentioned. Those reputations aren't going anywhere either.
Relax and keep in mind: it's only a game. If something like a Reputation then take two weeks longer to complete, so be it. Does it really matter all that much in the end? Having fun should be a priority, everything else is secondary.

I wouldn't assume it'll have *any* effect on servers or that there's a technical reason to do this. More to the point: these are promotional events. Risa appeals to players with established characters and a taste for doing something outside the regular norm. A recruitment event gives folks a reason to jump into the game or new characters for rewards of a different kind.
Player gametime isn't a fixed commodity playing to zero sum dynamics. A player that finds both events appealing can absolutely do both, investing more of their time and attention into STO. We don't all grind favors to the maximum allowable free time nor do we play recruitment events in that same min-max way. Is your time limited enough that you can only do one but find both appealing? As rattler pointed out, a recruitment event only need be played through the tutorial to lock in.
The devs giving more to do in STO and doubling a promotional punch for either greater intensity or wider reach ain't something to think of as a server saving measure. More likely, it falls in STO trying to do more to retain its population under the headwinds of developer change (and general competition in an ever fierce industry), similar to the most recent season event pushing 500 lobi and account claimed gold phoenix tokens.
