I wouldn't say it ISN'T a Romulan ship. I'll keep trying on asking about the Core. For now, Singularity Powers aside Romulans can probably enjoy a ship with a higher base power level. *shrug* Its still a functional ship. I'm not aware of any builds that absolutely REQUIRE a Singularity Core, and most Singularity Cores have a Warp Core counterpart.
But I do admit that the T6 having a Warp Core while the T5 had a Singularity Core is odd.

Copy and paste for a little ease and forgot to change the core?
Maybe a feature since Dyson ships are a joint venture? (None of the alliance ships have a singularity core)
Or perhaps they're subtlety admitting in the current climate of the game singularly cores are just a complete nerf with no real benefits

Singularity cores do have real benefits, though they could use some tweaks since the devs have ignored doing that through years of power creep as they focused so much on Fed almost to the exclusion of anything else. Just because the mechanics make using the singularity abilities as part of a regular rotation a disadvantage does not mean they are useless, in fact Quantum Absorption is a real lifesaver in an emergency, and even unlikely-seeming things like Warp Shadows and even Singularity Jump and Plasma Shockwave are useful in certain (admittedly rather niche for the last two) circumstances that make the tradeoff between using them and keeping the charge high worth it.
Having those abilities as a fallback is only part of the usefulness and unique feel though, the building-singularity-charge mechanics do a good job of encouraging the active fade-in/fade-out style of combat from the shows instead of a pure submarine style since the charge slowly leaks away if you take too long creeping around setting up the next "perfect" attack. As it is, sometimes I don't think the SROs not stacking like they used to problem was so much a "bug" as it was a likely testing of the waters for an alternate method of keeping the action going by blunting the decloak attack potential somewhat without the extra work of balancing two different types of cores on ships going forward.
And yes, keeping the charge high to help with weapons and whatnot could be seen as a disadvantage if the goal is simply to vaporize everything in the absolute quickest and easiest possible way and nothing else, but for those players who roleplay as much as roll-play, the singularity core gives the Romulan ships a unique depth and je ne sais quoi that the same-old-same-old Fed-style warp cores lack.
