Key binds help please

After I installed STO on my brand-new computer, I had to remake my keybinds file. Somewhere in the process, I removed the ability to move by holding down both mouse keys. One of my characters still has it, another doesn't. This particular setting does not seem to transfer to the saved file when I /bind_load_save and I cannot for the life identify what is different between the character it works on and the one it doesn't. Where should I look for this in the options and settings?
