    I am having the same issues, however only during a certain time of day - approximately 6pm to 8pm UST (8 to 10pm local time) the loading of a character is wonky at best, mostly will plain time out. If I happen to be online, I will have regular multi-second or even over a minute timeouts, making play nigh impossible, even though it always seems to reconnect to not boot me out.

    Checked my internet connection on multiple tools, all tell me I have ~100 Mbit/sec down and ~26 Mbit/sec up, so that shouldn't be an issue, I also have not been able to identify any other sites having problems for me.

    I have no other major bandwidth hogs running - basically just a browser in the background which may refresh a page or two every now and then. Also no other programs running.

    Before 6pm or after 8pm UST game runs smoothly.

    Edit to add: problem noticeably exists since three days or so over here.

    Of course it is a server problem, we all cant who are experincing this issue have the same problem at the same time everyhere!
