STO for PC Joysticks - I need help making them work

"Key Binds" I can modify save and import. I note the syntax is not as described on the web where the underscores are dropped as in /bindsavefile fred3.txt works. By default my "Controller" Joysticks (and XBox Gamepads) Input and Mapping #1 & #2 are empty. I have followed various sites advice to create a controller.cfg and ground.txt and space.txt as well as the infamous spacebar.txt. Unbinding and Loading these do not seem to do anything at all. Running Windows 10 and a USB Joypad type controller which works fine in Control Panel. Desperate.
