What is the issue: I noticed that the Obliviating Phaser weapons (both the Dual Beam Banks and the Beam Arrays) that come default on the World Razer Temporal Ops Juggernaut had the Upgrade Item option available in the dropdown menu. Out of curiosity, I decided to see what would happen if I did. I applied one Phoenix Universal Tech Upgrade token, and the item received technology points, but as I suspected it did not upgrade. I believe this is an error in the items' coding, as that option should not be available on standard weapons that come default like that, with extremely rare exceptions, especially since it is a weapon type that also comes as a reward from the lockbox. Ovric replied to my initial report by stating that their database shows that the Obliviating Phaser Beam Array and Obliviating Phaser Dual Beam Bank that are included in the World Razer Temporal Ops Juggernaut can be upgraded. I have now applied a number of upgrades to the same weapon and despite the Upgrade Window showing that the item is Mk XV and has over 100% chance to upgrade quality, it still displays having infinite mark and white quality, the stats of the weapon being exactly the same as the other weapons I did not upgrade.

Upgradable Obliviating Weapons come from the "A Safe Galaxy Weapons" boxes.
This character is level 65, and has been for a number of years.
This was exactly my thought, and why I submitted the initial in-game bug report, but when GM Ovric told me that their records indicated that these weapons specifically should be upgradeable, things became more interesting.
The GM's over at Support are great at interacting with your Game Account and fixing most problems that occur there, but they tend to be quite bad at knowing the game content.
These default weapons with a "∞" will obtain a MK level, usually XII, when dropped into the Upgrade interface but only if they are upgradable. The "∞" is staying which means they are not able to be upgraded.
Because the weapons are currently bugged, I suspect the GM is reporting on what can be seen by looking into the game files.
So it turned out to be the former.
