    That happened to me last night. I suspect that the new TFO is popular enough at the moment to drain off too many people during low population periods for it to populate and start properly.

    On a very tangentially related note; how does Resistance of Starbase 1 not count as a Borg TFO for endeavors?

    Likely because it's new, and they forgot to add it to the list of Borg-related TFO's.
    I'd guess this and Guillotine will be added in a forthcoming update.

    I assumed it was because they were
    Mirror Borg and not our cuddly friendly Borg
    so would count as a different kill list.
