server suddenly not available at NOON???

I know there was a Maintenance, but suddenly now at noon right as the previous red alert event ended.....I got dumped out the game almost completing the arena for the new event.
Now i cant seam to get back in....i log in and I get a message the server is unavailable.
I was playing on steam at first.
But then i turned off steam and am now running the game through arc, using my password.
At least through arc it gets into the game, just the loading to the character is not working.
As it says server is unavailable.

There has been an issue with the dil exchange that @baddmoonrizin did report here
