New Delta character is unable to buy at Exchange.

Exchange takes my coin but gives me nothing in return.
Why swapping ships to unlock the level 5 traits I have to purchase different training manuals. It happened last week a couple times but I was to busy to come here at the time. Now today I'm needing to train a diff toon to Emergency Power to Weapons III. I took a vid of it not giving after taking 270,000 Energy Credits. But still no manual!

Have you checked the in game mail system for your items, as they do not go to inventory anymore after purchasing from the exchange..

Yep, as mentioned above, Exchange items now go to your mail instead of Inventory. The behavious was changed in the last couple of patches.
To 'combat' the inconvenience of having to go to a mail terminal to collect your items, you can now also collect items from your mail at the minimap button.
