Firing Modes not giving their benefits

I'm sorry if there is already a thread on this, but I couldn't find one.

I'm having an issue with energy weapon firing modes, and I have talked to other people in the game who are experiencing the same thing:
Abilities like Scatter Volley, Beam Overload, Surgical Strikes etc. are not activating properly. They go on cooldown, but are not bestowing their benefits to my weapons. It is very noticeable with Scatter Volley - the cannons keep shooting a single target, even though the ability started its cooldown, and Beam Overload also seems to revert to regular thin shots sometimes, even though I have Superweapon Ingenuity equipped, and everything at global cooldown. With Surgical Strikes, it is harder to see on the shots themselves, but I sometimes get low numbers that look like regular shots without SS3 (with the extension trait and everything at global, as above).
Scatter Volley not working in the way described above happens something like 2-3 times in a single run of the Kinjer patrol.
I don't know if this has anything to do with having firing modes and buffs bound to the space bar.

    I don't have any special bind scripts, just a few customizations in the regular Bind tab in the options, and the soft-buttons often do the same thing you describe. Button lag causing the powers to malfunction has been a thing since the last rounds of anti-rubberbanding fixes unfortunately, though it is more of a random thing instead of being constant (which probably makes it harder for the devs to track).

    As for other threads specifically about it, there were some, but I don't think any of them are current (just occasional side-mention of the problem in threads about other things at the moment) so you are probably safe on that count :)
