Extremely long load time

Getting extremely long load time at character select. Sometime the game times out at loading characters screen and I have to log back in. This has occurred several times in a single session where it took me 5 attempts to login before my characters appeared on the screen allowing me to select and finally log into the game.

    Again. This time i can not get past loading characters without the game timing out. "redirecting please wait" watch spinning circle for two minutes. Connection to the login server timed out, try again later. Back to login screen,

    happens to me today, yesterday it was fine all along..
    I'm not sure which one at fault here, my ISP or Cryptic server?

    already turn off on demand patching and already did the force verify thing but no avail...
