That would be weird as I visit there almost daily. I beam down, always on the opposite side of the map from where I want to be it seems, and have had to cross the same bowed bridge up until just before my first post in this thread. I can't imagine not noticing that the bowed bridge is gone because I would get "snagged" on one corner while running to the veteran dilithium fellow.
If we are both right, somehow, I wonder if it's the result of a weird bug...

Anyhow, there also seems to be "Class of 2409" banners and flags strewn about the map and the enclosed kiosks in both the main building and in the "Personnel" building are now quite open.

More likely it was revamped with the release of the revamped Fed tutorial.

The low-level war between Federation and Empire is still going on, B'vat is still readying his Planet Killer, the Iconians are still an unproved background presence that's busy trying to convince the Undine that our universe wants to invade theirs, and you have yet to become the Galactic Hero who will bring all this to heel.
You won't get to 2411 until you're helping the Hur'q.

Well, technically, the Fed tutorial starts you on graduation day OF the class of 2409. Are you saying with Transporter and Replicator technology available in 2409 Starfleet Academy leaves the banners up for weeks after the ceremony?

Why not they're there to celebrate the graduation, there's probably nothing in the Starfleet rules that says those banners have to be taken the second the graduation day ends and there still being a war taking down those banners is a low priority anyway.
But it's not like Cryptic is the only one who leaves major social zones in stasis, Orgrimmar still has buildings that have been under construction since Mists of Pandaria (most likely years in game time and it looks like they're still that in Dragonflight after a time skip) and I mean active construction not "half complete due to lack of funds" construction. Same with large parts of Ul'dah in FF14 including the one main temples to the one of patron gods of Ul'dah and have been so since 2.0 and both Blizzard and Square-Enix have more resources to put into their games.
Would it be nice if those banners updated to match the (in-game) year sure, but at the same time it's not really a priority, there's far more important things and the Narrative is thru 3 years (2409, 2410 and 2411) so just having it at 2411 wouldn't solve the issue either. For many of us yeah it's 2411 but for characters starting out (not players, but their characters) it would be 2409 or 2410 at most. STO is narrative driven MMO say what you will about the quality of said narrative it is ultimately what's the core experience not getting new ships or loot and certainly not DPS charts.
They could probably set the textures on the banners to a variable that changes depending on whether you have certain key accolades like some of the other systems do, but it is another machine-cycle consumer that could be complicated to do without bogging the map and increasing rubberbanding (or not) depending on how it is coded.
It might also set some players off who skip through the missions a lot or do them out of order for gear for builds if they see banners that don't match their idea of where they are in the game timeline. The same problem could crop up when those who don't think the timeline covers enough time for all the wars and whatnot to have occurred notice the banners changing but not as fast as they think they should as they play though the missions.
Odd as it sounds, having the banners not changing at all tends to make them less relevant and, in a way, nearly invisible as far as the time progression problems for a lot of players is concerned since that kind of static map is rather common in MMOs, especially older ones. Having it change would draw attention to it more, which could be a bad thing or a good one (or both).

Well, I used "Sneak" in a rather playful sense. Plus I noticed the change after the Dilithium Refine Button hot fix.
