Console - Universal - Unstable Planetoid Detonation; +20% kinetic bonus doesn't work

I'm submitting this bug report as a request from customer service staff regarding a ticket I put in to get this console refunded.
The console, which costs 300 Lobi Crystals, states a passive bonus of +20% kinetic damage when equipped. This bonus does not currently apply to any abilities or weapons which deal kinetic damage, as pictured:
With and without the console, the kinetic damage of my torpedo, gravity well, and tractor beam are all identical. The same goes for my other torpedoes, subspace vortex, tractor beam repulsors, and tyken's rift, though I didn't have room in the screenshots for all of those.
