With the recent update to the Section 31 Intel Destroyer (updating the dark mode into battle dark mode), I feel as if the Tal Shiar Adapted Destroyer and Battlecruiser should get their cloaks updated to battle cloaks as well. Seems strange they werent given battle cloaks from the start, or at least when they were given new cosmetics as they were looked at again at that point.

100% agreed. No Romulan vessel with a singularity core should have anything less than a battle cloak. Period. Passive Battle cloaks are the reason why singularity cores are weaker than warp cores.
The TAV's use a Warp Core, they come equipped with an Adapted version. They can't use a singularity core, with the exception of the Adapted Scimitar I believe.

Legendary Scim is not an adapted vessel in the same sense, it is only a skin. It cannon use the consoles from the TAVs. I wish it could, and I wish it came with an adapted sing core.

Not only that, I think in canon the Borg always struggled with Romulan cloaking tech for some reason. It could be a lore reason that because of the Borg tech, the Cloak was compromised in some way.

Donatra doesn't seem to have a problem with cloaking her very very assimilated Scimitar.

Donatra is also meant to be a boss, which tends to mean "give abilities players can't use for a more difficult fight". DPS though kinda made her a joke that only gets to live longer thanks to her cloak. But most of the time you can keep her in one place with a strong enough Grav Well even if she does cloak.
I'm just saying that Donatra's ability to cloak completely disproves the theory that borg tech and Romulan cloaks are incompatible. After all, there are cloaking spheres, probes, and cubes in the episode Butterfly.

Donatra's Scimitar is not as compromised as a Tal Shiar Adapted ship. Its still a relatively intact Scimitar with full capabilities. It just happens to be controlled by the Borg.
As for the episode Butterfly... major difference there. In that episode the Borg had all but wiped out the Romulans and assimilated their homeworld, which would have included any and all research into cloak technology. Something you don't get by just assimilating a ship with a cloak. And seeing as how events play out so that the Borg never assimilate Romulus afterwords... not exactly a viable argument as the limitations would be reapplied.
What makes you say that Donatra's Scimitar is "not as compromised" as TAVs?
If you compare any ship to its Tal Shair Adapted version... they look almost nothing alike.
Lets take the Adapted Battlecruiser, which lore wise was based off of the D'Deridex. If it was once a D'Deridex, they completely took off that front end on top of being all spiky as hell.
The Legendary Scimitar Adapted Dreadnought does still have a recognizable Scimitar configuration, but its still essentially a new ship because of just how radical the structual changes are.
We look at Donatra's Scimitar, she's got two Borg extensions and Borg hull material, but overall its still a Scimitar. None of the structural components were altered. Just added onto. That means her core systems are still intact.
Another difference is that the D'Deridex is an older design and uses a cloak that is nowhere near as advanced as the Scimitar line uses, judging by all the trouble they were having trying to detect Shinzon's ship in the movie, even Donatra's flotilla was unable to pierce the Scimitar's cloak. That more advanced cloak probably gives the Scimitar's version some leeway during assimilation.

Also worth noting that Donatra's Scimitar was assimilated by the Borg proper, but the Adapted vessels are refit by the Tal Shiar using reverse-engineered/salvaged Borg tech. Borg should be much better at integrating Borg tech into a vessel. Tal Shiar might have been cautious enough to try to put in anti-full-assimilation funtions, which would also limit capabilities, instead of leaning into the assimilation.

That's just it. If the Romulans are adapting their own ships with borg ships, they should know enough to leave the cloak alone.

The Romulans are the ones that fitted the Defiant with cloak, and there was still issues that lead to the Jem'hadar detecting them when at warp, and I would expect that there'd be less knowledge gaps integrating with Fed tech than Borg. There could be other issues, like if the Borg stuff wanting to assimilate the crew (in the Countdown comics, which are partially integrated with STO, there was an issue of this sort with the Narada post-Vault refit) particularly if it takes damage, and which cloaking while in combat could easily lead to excess damage.
In the end, gamewise, I doubt they'd have a reason to touch on these ships anytime soon. These ships are pretty old, the T5s came out when very few Fed ships could cloak at all, and T6s are some of the first ships uplifted. I doubt they'd tie them into Picard or any of the other new show's Borg stuff. Though, if they happen to touch them again, I'd like to see the three-set fixed in some way, as they ended up severely nerfing it in an effort to prevent some out-of-bounds damage levels by adjusting a pile of things on top of fixing the bug that was the root of the issue. Might need an entire rework of what it does, as even the pre-nerf levels wouldn't be that great nowadays (bug fix still in, OFC).
