What would you recommend as the best Klingon bird of prey to buy in the game or similar kind of ship, either romulan or special ship. I'm a returning player
Both are nice ships with a good trait unlock for Cannon Scatter Volley if you use that. The Kor is a little flimsy even for a BOP but you can fix that with traits / skills for +hull, boff skills like Engineering Team, and a Neutronium engineering console.
You can add an extra console slot to either ship using the new -X upgrade tokens.
If you like small, nimble ships the Romulan Faeht is great, though like the BoPs it is a bit fragile. It is one of only two classes that I have X-upgraded in both base and fleet version.
Kor or Malem Enhanced Battle Cloak FTW
the oly tiem Phyrra doesn't fly the Kor is when there isa lot of enemy AOE spam, like the vaadwar

The Kor would be a good one. Also if you don't mind the looks, the M'Chla is not bad, and is a pilot BoP.
If you can afford it sometime and its avaialable the 11th Anniversary Legendary pack comes with a Legendary BoP that has pilot maneuvers as well.
I can't take it anymore! Could everyone just chill out for two seconds before something CRAZY happens again?!

If you don’t mind the looks, the M'Chla is the beefiest c-store bop. The best though is the D4. If you can wait the Mudd’s market version may go on sale around Black Friday. But it is still probably a 70$+ investment.
I personally wouldn’t recommend the 11th Anniversary bop unless they repackaged it. The M’Chla has more hull points.
And If you want a bop for the Barbie—stick with the Kor.
Keep in mind the Klingon birds of prey have raider flanking mechanic, while similar Romulan variants do not. Raiders have one less weapon slot. Warbirds have lower power levels and their unique singularity core abilities, as well as their own warbird-only consoles and set bonuses. As mentioned, both the Kor and the Malem can be found for a really good deal. Then there's also the Legendary T'liss which is sufficiently different than the Malem that I find it worth owning both.
See what ship style you enjoy more, what faction you enjoy playing, then worry about the rest. Nearly all ships can now be flown by any faction - provided you decide to unlock it with a high level KDF character or pay for the unlock. Romulans retain their unique ability to stack Reman bridge officers to maximize declok ambush bonuses, as well as many superior romulan operatives. If you have a KDF recruit, that character eventually unlocks a bridge officer with that trait to extend the ambush, just not nearly for the max duration.
Enhanced battle cloaks are pretty fun as they allow you to do a bit more while cloaked, such as launch torpedoes to trigger traits to contribute to ambush bonus damage. Having low hull as a result isn't necessarily a bad thing either, with so many sources of temporary invincibility, and it keeps the gameplay quite intense.
A final fun thing with them is you'll occasionally run into your motherships (vo'DevwI & Ra'nodaire), making it appropriate to role play as one of those players' pets!

Look at the Kor page to see all the classic Klingon skins it can use - https://sto.fandom.com/wiki/Kor_Bird-of-Prey

If money is no object you can wait for a Black Friday sale on the 11th Anniversary Legendary Bundle that includes a Legendary B'Rel - https://sto.fandom.com/wiki/11th_Anniversary_Legendary_Bundle

Other method - D4X - Very versatile and just overall one of the coolest ships in the game.
