i think that the klingons arent so much aboud torture but more aboud endurance. the entire marriage ceremonie between jadzia and worf was not aboud the suffering it self but aboud the endurance of this suffaring. thats my view on it anyway

The mind-sifter isn't a torture device as such - it's a device to extract memories from the subject. The torture is an apparently undesired but unavoidable side effect. They don't run someone through it as punishment, or for giggles, they do it because they need the information now (in this particular case, the Klingons believed they were facing a planetary rebellion by the people of Organia).
