Fleet Promotion System is broken on xBox One

Support requested I post on the forum for all to see in addition to using support. I am not certain if others are experiencing the same issue but for my fleet the promotion system is broken.
The fleet promotion system is not distinguishing between additional characters on an account. I had reported an issue with promoting my own secondary characters where they are all identifying as my administrator character.
The other fleet administrator received an error message that my secondary character, misidentified as my administrator character was of higher rank and could not be promoted. This is more prevalent than I initially thought.
I invited a secondary character of an existing fleet member to the fleet and tried to promote that character twice. Instead of promoting the secondary character his existing character was promoted twice.
In this instance had I not noticed and checked his existing fleet character was made a provisional administrator, if I had not noticed after the provisional period I would have had another administrator; which was not the intent.
The intent was to promote the new recruit from Recruit (our naming for Rank 1) to Sergeant (our naming for Rank 3) instead the existing fleet character was promoted from Officer (our naming for Rank 5) to Administrator (our naming for Rank 7). I provided screen shots of the pages showing the individual members name, the fleet ranking and am also a screen shot of the error "Error promoting in fleet: You cannot promote yourself." When I try to have my administrator account to promote a couple of secondary characters.
The promotion system had previously worked, I do not know exactly when the promotion system was broke as I only started new characters when there was a Special event such as the recent Delta Recruitment event where there were advantages to all characters on the account.

Would you like this thread moved to the XBox bug section rather than General?
It should be moved Rattler. This is an old bug that needs bumping.

The workaround to be in a team with the character you are trying to promote works very nicely when you aren't the only person in your fleet!!!
my apologies to the op and yourself, i did the very thing i hate about others when concerning my own posts. i didn`t read it carefully enough and misunderstood the post. you are of course correct and my solution would not work with solo account fleets. as you must know after all this time this isn`t likely to get fixed. the only thing i can suggest in that case is temporarily invite a friend, promote to 1 higher than the required lvl your other toon wants. get him to promote then let him leave. very awkward and messy yes but it would get the job done. i would`ve been willing to help op if he had no one but unfortunately i`m PS.
