Arc Download Issue

I have been away from STO for a while now, but decided to check things out when I received an email for House United. I am running into a problem with downloading the Arc client however. I got application error (0xc0000005) when trying to install the client and noticed that only 808k of the 9.5MB is coming down. I have tried this a number of times, restarting, and even trying another machine, all with the same issue. Is there any other way of playing this game without using Arc, or at least another portal that the client can be downloaded from? I'd really like to see how the game has progressed after all this time.
