I have had this issue also that hasn't been addressed with this trait and Klingon recruits. Basically majority of the account wide awards are the same except this and that doff which the doff isn't a big deal. However the Superior Infiltrator for any character that is not Reman or a Klingon recruit has no access to this. So yeah one part of the development problems with raiders as a whole and more importantly those who use a battle cloak that they have access to this trait. So for the love of Kahless provide this trait or the equivalent to be an option for those right now that cannot use it since for all intents and purposes isn't going to break the game and might actually improve the amount of players who want to use raiders.

The Federation is the analog of an advanced, primarily surface navy like the US in WWII with advanced sensing (RADAR and SONAR at the time) and ships that are designed to shrug off a pounding and keep a steady stream of fire on the enemy. Of the standard starter traits the space trait Leadership exemplifies that long-battle durability fairly well and Efficient helps support it. The Constitution class heavy cruiser was more or less the Star Trek equivalent of the Iowa-class fast battleships (though NBC disallowed the terms "battleship" and "battlecruiser" for any hero-side ship).
The Romulans are just the opposite, they are the equivalent of a primarily submarine based navy that depends on a single massive blow to kill or seriously damage the enemy from surprise because they are not built for long engagements and the stealth systems hamper their long engagement abilities somewhat. The traits Romulan Operative and Infiltrator are the submarine/cloak equivalents of the two style defining ones the Federation has.
The T'liss was the allegory for the U-boat, both as a lone hunter and in wolf packs. There really isn't a good analog for the D'Deridex class except for maybe the Tirpitz using chopped-down trees propped up on its decks and chlorosulphuric acid foggers to hide in fjords, or maybe something like the Japanese I-400 class submarines in WWII.
The Klingons have become rather unfocused since they went from the Soviet allegory in TOS to the "Mongol horde in space" allegory of the movies and later series, perhaps why they don't have a standard basic space trait set that defines them (except for maybe Pirate supported by Efficient from others in the KDF). The D7 was probably based on the Soviet Stalingrad-class light battlecruiser since that was the main threat the US kept the Iowa-class around to counter back in the '60s and their relative sizes and roles are about right.
After TOS/TAS the later ships (mainly the KBoP) tended to be more in line with Mongol cavalry, light fast skirmishers sometimes anchored by heavier ships like the Negh'Var which is a pretty good analog for the big Kirov-class battlecruiser (yes I know it is a mixed reference, but it gets the idea across).

The first problem is that we even would need to bring this up in the first place lol.
So I need to start teaching their marketing department some strategies like how to sell water to dehydrated people in the desert, sunscreen in the middle of the summer in Hawaii, and how gravity makes your feet touch the ground when you get out of the car.
