Triglobulin harvester's starship as it's referred to as, was in fact unidentified.

Perhaps STO recognized this ship frame and used it to inspire the Breen look we see today? Still a good catch.
Sure, I have the same opinion. Maybe They are Breen predecessors or someone who later joined the Breen Confederacy. There is no Starfleet police in 22. century and space is full of pirates.
And since they never saw another one again it could even be a single captured Breen ship crewed by some sort of pirates so it does not necessarily need to impact the Breen background if the writers decide to take the Breen past in a different direction.

No... they already ran into the Elachi, and that's when Enterprise equipped Phase Cannons. And the tech doesn't line up with Elachi, and neither does the MO.
