If anything it would just be a skin pattern (which may already be available, though the poor quality of the NPC Hirogen makes me think it isn't).
I am curious what the "unique traits" are supposed to be too, according to Memory Alpha they are unusually tall (easy to do with the height slider), stronger than average, have acute senses, and have a particularly good immune system (all traits that already exist in the 'alien' tab of the character generator).
There armor would be a costume item at most, and the tetryon ground weapons in the game are already based on the Hirogen ones from VOY so they don't need any adjustment.

Eh, I'm sure a lot of the counter-arguments for it also existed for the Jem Hadar.
Main issue I see for it is that the people calling the shots aren't really don't seem to be interested in them. They'd probably need to see some really significant plot development to make them a more appealing option to the broader audience/worth the development time.

The Hirogen are big game hunters that consider other species as prey to be hunted for sport and the Devs are against doing evil races/factions, also the majority of the player base apparently hate playing evil characters, Renegade's Regret confirmed it despite us committing genocide multiple times during both story missions and endeavors.

Yes, I'm aware of what the Predators.. I mean, Hirogen, are. That said, there's no reason they couldn't butcher them into 'good guys' like they did with the Romulan Republic. I think the main problems for them being a playable race are that their ships aren't particularly interesting(visually or functionally) and that they have more of a reclusive tribal society instead of something that could field a coordinated government body with meaningful diplomatic interactions. They could probably be added as a playable race for existing factions, but that would lose a lot of their flavor and the process of adding a new race supposedly takes many months/quarters of work.
As for Renegade's Regret.. well.. as always, they're free to interpret whatever narrative they prefer. I suspect the greater issue with that mission is that you're stuck playing some other character with some other ship for the entire thing. It doesn't really matter what kind of mental gymnastics are applied, this game(and most other MMOs) is a flashy genocide simulator(because that's the power fantasy a lot of people enjoy). Most of the objectives are: Kill all the enemies until there's nothing left(and do it with the most horrific methods possible; bio-weapons, 'agony' phasers, tearing rifts in space-time itself, etc.).

Not 100% accurate, but yes, it is possible to make a Hirogen with Alien.

Just be aware that this guide is pretty old.
I believe you can get Hirogen armor from the Lobi Store, and besides the base Tetryon weapons, there are actual Hirogen Tetryon weapons in game as well. The only weapons in game that have a built in flashlight.

The difference between us and Renegade's Regret is that we use conventional weapons. Not planet scouring WMDs like the Protomatter Bomb/Torpedo.
