Sierra 39 shipyard doesn't display other faction ships

Unlocked cross faction with my 65 KDF, everything more or less seemed fine until I took my fed aligned jem'hadar to sierra 39. That shipyard must be different or something. He could not see any klingon ships in the shipyard. After leaving and going back to Stardock they were all listed.
