I always thought it deserved to be a 3 ship bundle, like with the Vesta's. Each ship would have a different focus, like the Vesta's and the appropriate Mission Pod would be a unique part of that particular ships parts. Owning the bundle or more than one variant would unlock the ship pieces for each other ship. The different focused layouts would have made the ship much more desirable for a wider audience, at least in my opinion.
It probably will be next. This 'ships of the line' thing they're doing seems to be focused on giving ships that have already received one quality pass a second quality pass.
Maybe they can finally fix that Saucer Nacelle that doesn't retract finally.
This actually made have a look at SCI torpedo boats.
This nice update is too good to be left in the dockyards.
Edit: Oh I just noticed that it seems like we get two window options. One with reduced windows as seen on the studio model and one with full windows as seen on the CGI model.

I would even go a bit further than the Vesta example and take a lesson from the Cardassian Intel ships.
Give the ships properly adjusted systems and stats.
For example the Eng variant could have had plain cruiser stats with a 4/4 layout but loses the secondary deflector in return.
The Tac variant could have had escort stats with 4/3 layout and get the Experimental Weapon slot instead of the secondary deflector.
The Sci variant would have been what we already have.
Too bad this train left the station a long time ago… a missed opportunity really.

Idk. You are pretty cynical about the whole issue and I get why believe me.
However I kinda see why Cryptic is picking certain ships first besides your accusation of blatant favouritism.
Ships that already had a quality pass in the past are less work intensive to update.
The Akira had only minor model improvements, the big difference came from the all new materials it got.
Same goes for the Galaxy and soon Nebula.
Granted the Nebula gets the Galaxy engineering hull added but depending on how the model of the Galaxy is set up this actually might be less work than one expects.
The Prometheus is pretty decent already. It only needs minor attention in terms off the model but new materials could bring it easily to the standard of the recent legendary ships.
The New Orleans is another of such case: Rather recent and good model but still the old material. I expect it to get the Galaxy material added sooner than later.
The Nova never had this luxury and honestly needs a complete overhaul.
It also needs a T6 variant on top of it.
So sadly I sort of get why it is lower on the priority list.
Doesn’t help that Cryptic is probably preparing a Legendary Klingon Bundle in secret to make some profits of their year of the Klingon.
If you're really interested, there's some relevant threads in the Academy and Shipyard sections of the forums, including the one I started about the Risian Weather Control Vessel.
And yes, the Nebula could be a platform for such a build.
I will also note that (although my build doesn't use it) the Intrepid's (ship-limited) Ablative Generator console is interesting for Sci-torp builds, as you would, by design, avoid most of its penalties (it disables shields and energy weapons while the clicky power is activated... but not projectile weapons or BOFF abilities...)
Hopefully they get around to doing the Universe Class at some point. That thing looks so bad, it might as well have been scanned into the game after being drawn in crayon! Such a disgrace for a Promo Pack ship that still ranks as some of the most expensive ships in the game.

I believe in the lore for the ship the top mission pod was always supposed to be modular and replacable to suit the ship's current mission, and we obviously already have a variety of versions available in game from ship unlocks and customisation (see https://sto.gamepedia.com/Nebula_Advanced_Research_Vessel_Retrofit for the available options), so having a 3 ship bundle would have easily been justified, as you say.

The problem is the model was based on a sketch and a console display. We never actually SAW her from the outside in a show. So you have to interpret from available art, which probably includes the Ships of the Line calendar.
Odds are when they introduced her in Enterprise they never intended to show us anything more than that console display.

Personally I am not a fan of the Nebula, the Galaxy saucer lacks any sort of elegance of design. The update cannot do anything about the boring shape, but the crispness of the details is nice.
Looks great; now they just need to do this with the Oberth and the Saber class ships.

I love that we can actually choose the secondary hull for the Nebula too. I hated that the CGI-model completely ignored the unique details of the original studio-model.

With the Saber class we might have the issue that original CGI model was rather low ress (it was never meant to be seen up close and in detail) so like with the Inquiry Cryptic might end up having to "invent" details since the model was lacking it originally.
