Water does not splash behind floater in some areas of Risa

If you fly around in a floater with your feet in the water, then the water should splash behind your floater. This splash animation is missing outside the splash zone. For some reason, the splash zone on Risa does not cover all reachable areas of the map.

In the map of Risa below, the red lines indicate the borders of the splash zone. The splash zone is contained within those red lines. The dotted red lines show my extrapolation of the border into the blocked-off areas of the map.

Steps to reproduce

1. Visit the summer resort on Risa.
2. Activate a floater inside the splash zone (shown in the map of Risa above).
3. Fly around inside the splash zone while remaining in the water.
4. Watch the water splash behind your floater.
5. Activate a floater outside the splash zone.
6. Fly around outside the splash zone while remaining in the water.
7. Look behind your floater and notice the splash is missing.
