No water ripples at some locations on Risa

There should be water ripples around your character if you stand in the water or use a floater while remaining still in the water. But these water ripples are missing outside the splash zone. For some reason, the splash zone on Risa does not cover all reachable areas of the map.
1. If you stand in the water inside the splash zone, you can see water ripples around your character.
2. If you stand in the water outside the splash zone, there will be no water ripples.
3. If you use a floater inside the splash zone, you can see water ripples around your character while floating in the water.
4. If you use a floater outside the splash zone, there will be no water ripples.

In the map of Risa below, the red lines indicate the borders of the splash zone. The splash zone is contained within those red lines. The dotted red lines show my extrapolation of the border into the blocked-off areas of the map.

Steps to reproduce
1. Visit the summer resort on Risa.
2. Stand in the water inside the splash zone (shown in the map of Risa above).
3. Look at your character from the top down. Notice the water ripples around your character.
4. Activate a floater while standing in the water inside the splash zone.
5. Look at your character from the top down. Notice the water ripples around your character.
6. Stand in the water outside the splash zone.
7. Look at your character from the top down. Notice the lack of water ripples.
8. Activate a floater while standing in the water outside the splash zone.
9. Look at your character from the top down. Notice the lack of water ripples.
