How can I stop Big Personal Tray 2 Sequence Numbering overlaps with big personal tray 1?

I set up BPT 1 and 2 in the past with 3 tiers each. I changed BPT 1 to 4 tiers and now the fourth tier changes the BPT 2 tier. This means I have tier 4 on BPT 1 and BPT 2. If i change either, they both change.
