The boff training system is terrible. Why can't we simply click on a training manual in our inventory and get a list of all boffs who are able to learn the training? Instead, we are forced to activate a ship with the appropriate bridge officer slot for the training manual (if the training is commander level, you need a ship with a boff slot high enough for the boff to learn the training, and then flip through the various boffs to find ones who can learn the training. And this has to be done for each type of training, tactical, engineering, science, plus the specializations like miracle worker, pilot, temporal operative, etc. This is a horrible and onerous process. If I could click on a training manual and get a list of all boffs capable of learning the training, then I could select which one I'd like to learn it without the need to load ships and page through each training level swapping out the boffs and ships to find the ones who can learn a particular training.
you don't have to load ships. you can do it from the boff's skills panel.
Captain Jean-Luc Picard: "We think we've come so far. Torture of heretics, burning of witches, it's all ancient history. Then - before you can blink an eye - suddenly it threatens to start all over again."
"With the first link, the chain is forged. The first speech censured, the first thought forbidden, the first freedom denied, chains us all irrevocably."
Agreed with Sheldon. Just go to the BOFF's skill panel. Then go through each BOFF to see which one will best use that particular manual. No need to load ships at all.
Now a LTS and loving it.

If you have a training manual for a commander level anything, then you have to have the boff slotted in a position that allows for that level of training. If I have a tactical commander level training manual and an engineering commander level training manual, but I do not have crew stations on my ship for these levels in both tracks, I have to swap ships. If there is another, better way to do it, I would be very thrilled to learn it.
And I like to use up my training manuals to both get my crew trained up and to clear them from inventory.
I will look for some way in the skills area instead of the crew stations. But I think it is the only place to access boff training manuals. And I still say turning it around and allowing the training manual to be the trigger item by clicking 'use' on the training manual should bring up a list of all my boffs capable of learning it. Then I can quickly run through my training manuals to dole them out in one pass.
After doing some checking, the OP plays on PS4, and apparently they do have to use a convoluted way of training BOFF abilities that requires switching ships to access the various levels of BOFF abilities. Basically, the ship has to have a LtCmdr Engineering seat in order to access LtCmdr level Engineering abilities to train the Engineering BOFF.

Makes sense. But there is no reason to train a boff in a skill until they are stationed on a ship that has the correct seating.
If you are flying a tac escort right now, there is no reason to train your science boff on Tyken's Rift III yet since they can't use it until you change ships. When you do change to actively using a ship with commander science then you train them.
(Actually there is one possible reason to pre-train: freeing up bank slots.)
Agreed with echatty, who agreed with Sheldon: there's absolutely no need to load ships first.
My initial misgivings despite (I feared Bort would break the system, LOL), the new boff training system is superior to what we used to have. If you're doing it 'right', then, under the new paradigm, you will only ever use a handful of boffs that you trained up with all possible skills you might need. Like I have 1 main SRO Science officer, who knows almost everything (including all the fancy lockbox skills). And then like 1 spare, for the extra HE1 or something. For Tact, I only have like 3 of such main boffs. And same for engineering, of course.
So, when I want to teach a new skill to a boff, I don't have to go thru all my boffs (I still have a full roster, from before): I already almost immediately know which ones will be trained.

Tl;dr: WAI, to its fullest.
Well that's true but it seems the OP is talking about playing on a console not on a desktop and from what I can see from trying it on console to test it, it really is TRIBBLE backwards and I cant seem to even access the skill list unless I switch around the ships and it pops up in stations. Yeah seems pretty bad.

Yeah, I read BMR's response later. Pretty weird and convoluted indeed how they set it up on console.

On the contrary OP the Boff training system is very very good. The old system was horrible, beyond all belief, this new system is great.
As someone who at least can't remember what old system was like, you mind giving the cliff notes version of what it was like?
Much like the current one... except your boffs forgot a skill each time they learned a skill.
And if you wanted multiple builds for different ships, you needed a crapton of BOffs to accomidate that. So if you wanted a beam build, a cannon build, and a Science build for three different ships, You needed at least 15 BOffs all with the relevant abilities. Now... all BOffs can learn all abilities so you really only need 5, maybe 7-8 depending on BOff layouts, and have plenty of room to pick up special BOffs like the free Command/Engie Kobali from Dust to Dust.
I can't take it anymore! Could everyone just chill out for two seconds before something CRAZY happens again?!

While it could be a smoother and easier system, its not bad... if you are doing a power here or there. But it does get annoying if you train up a new boff from scratch and want to give it most/all the powers. Like when I was training my Vanguard Jem-hadar. Good Lord that was a long process!
If we could get a comprehensive training manual that trained them in every power in a specialty that'd be good. Even if they were subdivided to be like Lt.Commander Space Temporal manual. At least then you'd only need 8 manuals to train up a specialty for all ground/space instead of the dozens we have now.

Each boff could only have one boff power of each rank at a time. One Ensign, Lieutenant, Lt Commander and Commander. Assuming you wanted to run FAW3, you needed to find an unbound bridge officer that already had FAW3 and consume/destroy that unbound boff to train your existing boff.
Oh but now you want to use TS3 on your FAW3 boff? Well guess what? You now need to hunt down a TS3 boff that you can use to train your boff that's trained in FAW3. And worst of all, your boff now loses it's ability to use FAW3. FREAKING RIDICULOUS.
If you wanted certain skills like RSP3, you needed a trusted player to TRADE YOUR BOFF TO and have them train that boff for you and hope to god that they trade it back to you.
And forget about specialization skills like intel. Those skills only worked on special boffs that had them unlocked. You couldn't just train them on whichever boff you wanted.
When you see "TRIBBLE" in my posts, it's because I manually typed "TRIBBLE" and censored myself.

Yup, a 10yr old game will have issues like that just due to age. Same with FFXIV. It's also 10yrs old and is an even clunkier UI in many respects.
On the other hand... bigger budget and bigger Dev Team.
Wish STO had the budget FF14 has, because dang... that would be so beautiful. The physics, the animations...

I want specific boffs to learn specific ground or space skills, I don't try to use up every manual I get as soon as I get it just because it's there.

Choose a boff that can fit on your ship, and then look at which abilities you want.
Yup.
