{24.5 physical Damage (40.8 DPS) when equipped to captain and any officer}

Are you equipping this weapon in space? or on the ground?

I know that shouldn't make a difference, but it does. If you're in space when you equip the weapon, this will happen as no bonuses for ground are calculated when you're in your ship. Try equipping it on a ground map and see if it still changes damage.
