Bug, this weapon [Shard Sword of Kahless [CrtH][CrtD][Dmg]x2] looses 60% of it's damage when equipped. Presuming the popup message is accurate.
{61.7 physical damage (102.9DPS) in the Inventory window}
{24.5 physical Damage (40.8 DPS) when equipped to captain and any officer}

I know that shouldn't make a difference, but it does. If you're in space when you equip the weapon, this will happen as no bonuses for ground are calculated when you're in your ship. Try equipping it on a ground map and see if it still changes damage.
