Past performance would say, he is not wrong. Stuff went from Tribble to Holodeck without fixes before. Even though "testers" told them the problems exist.
Haven't the devs actually gone and said that stuff on Tribble is about as close to final as it gets without being live, and all they have time to do at that point is maybe tweak a few numbers here and there?

Yeah, by the time any dev project is ready for public testing they're going to be severely constrained in how far back they can go through it's development to make changes. Ie. anything they do has to be doable within the remaining window. So, we should expect what's on tribble to be a fair approximation of what's coming to the live game excepting for small updates, finishing WiP items, and bug fixes. Large course corrections generally have to wait for iterations over time or a major push in another update (game development takes time.)
