Both 1803 and 1709. Blurry bug only happened after previous patch 2 patch, which takes place after 1803's release and the game was running fine for me in 1803 before the patch. I should know, I was busy getting murdered by Tholian Captain and co before the server was announcing the maintenance.
Spent ages checking my system was up to date, yesterday (I'm just using boring old Intel HD). Still no improvement. Caitians seem to be the worst, they are very fuzzy kittehs indeed.
Of course, it seems the textures are fetched anew every time you revisit them, so you could be talking to someone perfectly normal one time, and ten minutes later they are Mr. Blobby again. (Happened to me with the starbase transporter operator today - go to dilithium mine, no problem; come back and go to the research lab, and he's all horrible plasticine face.)
Gosh!!! Now I got it!!! It is actually no bug, but on purpose: A new invasion by the founders in preparation for the upcoming launch of the "Victory is life".
Interestingly, since I made that comment about Caitians, the security kittehs have had nice crisply textured faces with sharply defined ears and whiskers. Their eyes are blurry and appear blind, and their uniforms appear to have been applied by a five year old child with watercolours in a thunderstorm, but their actual faces have been fine for me. Maybe somebody or something heard me complaining? Let's see... all the Ferengi seem excessively blobby, too. Will it work on Ferengi?
Chiming in to say I've had the same problem too, I'm on Windows 8.1 and use a GeForce GTX 960M gfx card, I've never had this issue before, and my settings are on max usually so I played around with it but no change. Below are examples of what I'm getting, the Enterprise pic, you see the blurry texture on the deflector dish.
Just to add to the fun, update 1803 finally came down the pike for me this morning. And comprehensively trashed my system, requiring me to do a full reset before I got anywhere with it.
What effect this had on the textures thing, I really don't know yet - I'm still reinstalling STO (it was, believe it or not, not my first priority - a few things like antivirus, productivity software and so forth had to be put back first.) But at least I have a partially working computer again, and Microsoft won't break it for another six months, probably.
It's not been a good day. Looking forward to fixes, anyway.
And today's patch appears to have fixed it, for me at least. So, after all the moaning I've been doing in this thread, it's only fair for me to say thank you to the devs for sorting it out!

Soon enough they'll call it a feature! Vintage graphics for a few select! We should feel privileged!
