.. is supposed to be a Jem'Hadar feature. That's cool and nice, but... could we get the same for the other factions, by choosing a third option (not just "skip tutorial" but also "start at level 60")? The ability to play a Level 60 Romulan, Klingon, or Starfleet character from the start would be very nice.
There is, of course, some potential for what some people would label "abuse", such a creating a character, collecting the Delta and Temporal Recruit account rewards, deleting the character, repeat. But I suspect the developers wil put things into place with the Jem'Hadar faction that prevent this. As those will exist already, they could be applied to all factions. Thus, allowing level 60 RRF, KDF and Starfleet characters would be a reasonable feature.

All players playing the end missions, having played up to the Hur'q storyline are level 60.
So the new faction will most likely not be able to play anything before the Hur'q storyline, as having Jem'Hadar solving problems on Nimbus 3, Chasing Dividians, fighting the True Way etc.. Would be a tad stupid.
So most likely they'll start at level 60 to join the other factions as our storyline with the Hur'q progresses.
Thus most likely being unable to play anything before that.
Or something like that.
And starting the other factions at level 60 is a bit silly, leveling up and getting promoted.. Getting bigger and better ships, more equipment is part of the fun of starting a new character and playing a MMO. If you start at level 60 and have access to all the best equipment, your char will be complete in 5 minutes of making it.. That would be boring.

If Temporal Recruit rewards are already 'baked in to the Faction as part of their starting at Level 60', then a gross abusive situation already exists! Then all I have to do is start a Jem toon, and instantly have access to the Temporal Recruit rewards! And even if you meant that, at lv 60, they still need to finish a default reps, that would still mean I can abadon my true Temporal recruit (lv 24), and instantly start on the reps with my Jem toon.
There's too much instant gratification going on here.

A very simple solution.
Holodeck simulations.
Jem'Hadar are simply granted access to each factions missions through the holodeck. Now, while it's a safe bet that the Jem'Hadar will have to pick either the Fed or KDF faction, it might still be possible for them to run the Romulan missions as well since their missions are fairly self contained. And since it'd be a simulation anyway, I doubt they'd even need to tweak dialog since the holodeck program would 'see' you as a Romulan anyway.
Just speculating.

A zen store service item that immediately promotes the character to level 60, automatically skips the tutorial, given appropriate mk 12 Rare gear and a free t4.5 ship already armed with that gear, just default setup on weapons based on the ship which is based on your class (tactical = heavier escort, engineering = main line cruiser, science = pure science cruiser) and faction specific weapons for ground, feds get phaser, klingons get disruptors, romulans get plasma.
something like that anyway, have it cost around 1.5k Zen and 2k Zen. Easily something that could happen and make a lot of money off, especially for those players who really don't want to grind their way up.
Originally you started at level 1 and you only had pvp missions and exploration dailies, man that got tedious in a hurry and there was always this call to expand the Klingons. After that it started at level 20 and the klingons were given the PvE featured quests to work with. Then the Klingons were revamped after that and were reset back to level 1. They are in a great position compared to where they started.
Been around since Dec 2010 on STO and bought LTS in Apr 2013 for STO.
...hmm, and making up a bunch of low-tier J'H ships for them to use as they leveled would also be a challenge.

I can agree with you on it being fun, but disagree with you on it being fun for everyone. Such as in other games many people want to get to where everyone else is, and enjoy the end-game content regardless of what that might be.
Kinda double-sided for me, tbh. I don't like all this instant gratification. Otoh, I have often sighed at realizing that getting a new toon 'from there to here' is, indeed, a long way, including all reps and spec trees. In a way, all this massive progression to-do makes for a cogent case starting off new toons not at the very start.
As a lifer with many characters, characters i have worked hard on over the years in order to earn all the dill i need, i think having a faction start at lvl 60 is a mistake.
People will use it as an easy dill farm.
They will start level 60 throw a character together, kit them up and off to the voth ground zone they will go earn 60k - 80k 180k dill etc etc.
Repeat.
Repeat.
Repeat.
Buy more characters slots.
Repeat.
Repeat.
Repeat. So on and so forth.
Yeah, dill is going to go down the drain...... Again.
I have only just started even playing again after a number of years away due to the ingame currency being worthless.
It wont take long to see it hit silly levels once again.
Stright to voth ground, earn 8000 dill. Transfer it to another toon. Delete character, start a new one, straight to voth ground, earn 8k........ Repeat......
If they want to destroy the value of dill again, or find an excuse to nerf decent rewards, again, then this is it. IMO.
And there is my hat thrown in the ring.
Its open wide to massive exploitation is this idea.
