Today, after a few mission and queue runs with fleetmates I noticed something odd. My fleet leader's relatively new science toon with little in the way of reps, traits, specs etc. was dealing obscene DPS, a huge change from what we saw yesterday. After looking at the parse, the culprit was his Strategic Inhibiting Secondary Deflector, which dealt 75k+ on a 4 man elite run of Sunrise, an order of magnitude higher than the next dps source which was grav well 3...
The odd thing is that he uses the same sec deflector on another toon with a fully decked out exotic/EPG Annorax, and in this case it parses nowhere near as high, and way below grav well, subspace vortex etc.
After some head-scratching we realised that the change from yesterday was the addition of the Bajoran warp core, which comes with a passive energy siphon which applies a damage resist, turn and power debuff to targets within 3km (5km with the 4 piece set). After testing in red alerts with and without the bajoran core, the difference was staggering. From 110k+ DPS in Tholian red alert to under 30k, just by changing out a mission reward Mk XII VR core for something else.
We tested in PVP and noticed that as soon as the bajoran siphon starts to take effect from 3km/5km, the Inhibiting proc kicks in, and starts ticking several times a second for 15k+ (would tick even higher on a well specced build I assume). What is odd is that the inhbiting deflector should only proc off of Science boff control abilities. Yet this passive siphon is also triggering it, constantly. Additionally, the deteriorating sec deflector also procs from the siphon when it shouldn't, but does nowhere near the same amount of damage.
