Launcher doesn't launch; Account Server Times out; AND registry key reader/writer errors

The Steam and Standalone STO launchers both CTD after attempting to launch with no warning or error announcement. This usually has an error log .txt file created in the directory. Eg.:
180120 16:55:16 10 [1]: ERROR: Failed to initialize registry key reader/writer. Please verify that the location of the registry key has not changed.
Using the safe mode, force verify, and proxy server options do nothing in the launchers so I abandoned them and tried to continue troubleshooting.
If I launch directly from the x64 or x86 folders the launch fails, citing a number of missing .dll files. These are contained in the next folder up ("Live"), so I moved the executables to that folder and launch them from there.
The copied gameclient.exe files launch successfully but when I try to login after the Escalation screen the process takes several minutes before announcing that the account server has timed out and I should try again later. Both .exe files have this problem.
Running them in compatibility mode (win 7 & 8) and as an administrator have not solved the problem.
I've created a Comodo firewall allowed-application rule for all STO related executables during this troubleshooting. I've tried completely disabling Comodo Internet Security.
I've tried reinstalling several times.
I've tried using a proxy application to proxy to the US.
I've tried flushing my DNS.
I've tried restarting many, many times.
Nothing works.
My ISP is Virgin Media. Location is Ireland.
Nettest.exe times out no matter what I do.
