What is Patch and PrePatch is it just does a full patch anyway?

For the last few weeks, every time I close the Launcher it downloads some patch files.
Last one was about 6GB. I let it run to completion, and checked the "prepatch" folder to see about 6 gigs of data in there.
Then today I login and starts to patch right away, another 6 gigs of patch.
So my question is why does it reopen the launcher to get a prepatch, if it's just going to download the files again.
What is the prepatch for if it doesn't use it?
Updating STO across 4 computers adds up quick.
I quess from now on I will just close the launcher if it attempts a prepatch update, and I will only update on one PC, then push the pigg and hogg files over my network with sync.
Unless I'm educated otherwise.
