Patcher needs to be run multiple times to complete patches.

For the last couple of releases, I've noticed the patcher will either fail to initialize or, more often, begin patching and then freeze after some progress. This requires I close the launcher and relog in to begin again. Often, this takes between five and ten relogs to complete any patch, and requires I monitor the entire patching process to restart it when it jams. At first, I thought it was a bug that would be fixed, but too much time has passed for me to believe any work is being done to correct this.

The patcher needs more patching.

I'm experiencing this too, though I have a fast enough connection that it's little more than a minor annoyance for me.
